Scope

GB/T 36714-2018 is the English-translated version of 用能单位能效对标指南.

GB/T 36714-2018 gives Chinese organizations guidance on energy efficiency benchmarking, that is, comparing their own energy use with an internal or external reference level and closing the gap.

It describes the types of benchmarking and the steps of the process: analysing the current energy efficiency, choosing the benchmark, drawing up and carrying out an improvement plan, evaluating the work and improving continuously.

It then sets technical requirements for the benchmarking boundary, the benchmark itself, the benchmarking system, data collection and verification, and the indicator database and best-practice library, followed by management requirements for the responsible body, staff and management system.

Informative annexes give cases for a high water-cut oilfield, a coal-fired power plant and large public buildings. It was issued on 17 September 2018 and has applied since 1 April 2019.

1 Scope

This standard gives guidelines for the energy efficiency benchmarking type and method flow, technical requirements and organizational management requirements.

This standard is applicable to guide energy-using units to carry out energy efficiency benchmarking activities.

3 Terms and definitions

The following terms and definitions as defined in GB/T 23331 apply to this document.

3.1 Energy efficiency benchmark

The level of energy efficiency that a unit of energy is selected to meet or exceed at a certain time.

3.2 Energy efficiency benchmarking

Collect and sort out relevant indicators of energy use efficiency and energy utilization by energy units, and compare them with advanced energy efficiency levels. Analyze, identify energy efficiency benchmarks, find gaps, develop improvement plans, implement transformations, assessments, and continuous improvement practices.

3.3 Energy efficiency benchmarking boundary

The product, service, building or energy-using process, process, facility, equipment, system, etc. selected by the energy unit for energy efficiency benchmarking the meaning limit.

4 Type and method flow

4.1 Type

The energy efficiency benchmark selected according to the energy unit comes from inside or outside the energy unit. The type of energy efficiency benchmark can be divided into internal benchmark or external benchmarking. In combination with the actual situation, the energy-using unit can use internal benchmarking or external benchmarking, or internal benchmarking and external benchmarking.
