1 Scope
This standard specifies the technical requirements and observation methods of radiation observation in surface meteorological observation.
This standard applies to ground meteorological observations and other meteorological observations of radiation observations.

3 Terms and definitions
GB/T 31163-2014 and GB/T 35221-2017 as defined by the following terms and definitions apply to this document.
3.1 Radiation layer
The underlying surface, which directly affects the radiometric measurements, is determined by its nature and condition.
4 General requirements
4.1 Observation Elements
Including total radiation, direct radiation, scattered radiation, reflected radiation, long-wave radiation (including atmospheric longwave radiation and long-wave radiation on the ground) radiation.
One or more observations can be made.
4.2 Observation content
4.2.1
All elements should be observed irradiance, exposure, maximum irradiance and its appearance time.
4.2.2
direct radiation observation, should be derived from the direct radiation horizontal radiation exposure, sunshine hours and atmospheric turbidity indicators.
4.2.3
Net total radiation and long-wave radiation observations, the minimum irradiance should be picked and its appearance time.
4.2.4
When the total radiation and the reflected radiation are observed at the same time, the reflectance should be derived.
4.2.5
Net total radiation, reflected radiation and long-wave radiation on the ground should be observed state of action.
