Scope

GB/T 32890-2016 is the English-translated version of 继电保护 IEC 61850 工程应用模型.

GB/T 32890-2016, which the page also titles IEC 61850 Engineering Application Model for Relay Protection, specifies the configuration, the model and the services of the substation communication network and system where the DL/T 860 standard is applied, together with the principles to be followed when the model is used in practice; the middle of that sentence, which concerns the uniformity of syntax and semantics and the normative character of the selected parameters, is broken in the draft.

Clause 1 states that it applies to the engineering design and application of relay protection and related equipment in new substation automation systems adopting DL/T 860, and that retrofit projects may follow it for reference.

Clause 2 cites all parts of DL/T 860 and a technical specification for the implementation of DL/T 860.

The introduction says the model was drawn up to standardize the application of the IEC 61850 substation communication network and system international standards, to achieve interoperability between the equipment of different manufacturers and to make the production, commissioning, maintenance and operation of IEC 61850 equipment more convenient, and states that DL/T 860 is the national standard equivalent to IEC 61850 and is the designation used throughout.

Clause 3 carries the terms, definitions and abbreviations: it defines the virtual terminal as the collective name for the GOOSE and SV input and output signal connection points of an IED, equivalent to the screen terminal of a conventional substation, and the virtual connection as the input and output link realized between IEDs by GOOSE and SV, and then lists the abbreviations used.

The contents list clause 4 General, clause 5 configuration, clause 6 IED Application Model Specification, clause 8 MMS dual network redundancy mechanism, clause 9 GOOSE model and implementation specification, clause 10 SV model and implementation specification, clause 11 IED Physical Port Description Specification and clause 13 Conformance Test, plus entries on the principles of service implementation and on the repair and handling mechanism whose numbers the draft does not print.

Thirteen appendices from A to M follow, the normative ones covering the CRC check code generation rule for process layer virtual terminals, the uniform extension of common data classes, uniformly defined data types and data attribute types, the failure report file format, an example of IED physical port description and station control layer dual network configuration, and service conformance requirements.

The foreword notes that some of the content may involve patents and says the standard was proposed and is held by the China Electricity Council. It was issued on 29 August 2016 and has applied since 1 March 2017.

Foreword

This standard is drafted in accordance with the rules given in GB/T 1.1-2009.

Introduction

To standardize the application of IEC 61850 substation communication network and system international standards, to achieve the interoperability of manufacturers of equipment, improve

IEC 61850 standard equipment production, commissioning, maintenance, operation of the convenience, specially developed relay protection IEC 61850 engineering application model.

DL/T 860 is equivalent to the national standard with IEC 61850 standard, this standard uses DL/T 860, no other IEC 61850.

1 Scope

This standard specifies the configuration, model and service of the communication network and system of the substation when the DL/T 860 standard substation is used in the substation.

Can, grammar, semantic uniformity, and the normative nature of the selected parameters, and specify the principles that should be followed in the practical application of the model.

This standard applies to the DL/T 860 standard new substation automation system relay protection and related equipment engineering design and Application, transformation project reference implementation.
