1 Scope
This Standard specifies basic requirements, identification principles and methods of dangerous and harmful factors, equipment procedures, classification, rating and scope of application, equipment requirements, management and training for distribution of personal protection equipment.
This Standard is applicable to selection, distribution, use, maintenance and scrap management for personal protection equipment of production and business operation entity.

4.5 When multiple protection equipment is required at the same time, the use compatibility and functional substitution shall be considered to avoid protection failure.
5 Principles and methods for identifying hazard and
harmful factors
5.1 Identification principle
5.1.1 Identify hazard and harmful factors based on scientific, systematic and
comprehensive basic principles.
5.1.2 According to safety science theory, national laws, regulations, standards
and professional knowledge, according to the characteristics of different workplaces, production processes and operating environments, identify possible hazard and harmful factors.
5.1.3 Systematically analyze hazard and harmful factors in all links of
production and operation activities. Determine the location of the hazard and harmful factors, the hazards, the ways and consequences of the accident.
5.1.4 Identify in terms of personnel, equipment and facilities, environmental
conditions, management systems. It shall not only analyze hazard and harmful factors existing in normal production operations, but also possible hazard and harmful factors in the case of changes in technology, materials, processes, equipment damage or failure, and personnel operation errors.
5.2 Identification method
5.2.1 The production and business operation entity shall, according to the accident categories specified in GB 6441, the hazard factors in the "Category of Occupational Disease Hazard Factors" published by the Ministry of Health and other occupational health regulations, identify hazard and harmful factors.
5.2.2 Professionals shall analyze the hazard and harmful factors in the working environment by means of on-site investigation, measurement, inspection of relevant records, safety checklists, inquiry and communication. Determine hazard and harmful factors, types of injuries, likelihood, extent and consequences of harm to humans.
5.2.3 When identifying hazard and harmful factors, it shall analyze mainly from the following aspects:

8 Distribution requirements
8.1 The production and business operation entity shall, according to the needs of the entity for safe production and prevention of occupational hazards, according to the job type, environment and operator's physical conditions, distribute appropriate protection equipment for operators. See Table 1 for classification, rating and scope of application of personal protection equipment.
8.2 In workplaces where object strikes, mechanical injuries, falling from heights
may cause collision damage to the operator's head, it shall distribute hard hats and other head protection equipment for operators.
8.3 In workplaces where splashes, chemical substances, non-ionizing radiation
may harm the eyes and face of the operator, it shall distribute eye and face protection equipment, such as safety glasses, chemical splash goggles, face shield, welding goggles, face shield or protective mask.
8.4 Measure according to the method specified in GB/T 14366. When the
operator's rated noise exposure level LEX is normalized for 8h working days,
8h value is greater than or equal to 85dB (A), the operator shall wear hearing protectors for hearing protection, such as earplugs, ear muffs, anti-noise helmet.
8.5 Operators exposed to dust shall be distributed with face protection equipment such as particulate respirator and dust glasses.
8.6 Operators who come into contact with toxic and harmful substances shall choose to be distributed with corresponding gas masks, air breathing apparatus and other respiratory protection equipment according to the types of possible exposure to poisons.
8.7 Operators who are likely to be injured by the transmission machinery twisting or winding shall wear tight-mouthed protective clothing. Long hair operators shall wear protection caps. Must not wear protection gloves.
8.8 Operators who are exposed to corrosive chemicals shall wear chemical- resistant protection clothing, chemical-resistant protection shoes, chemical- resistant protection gloves and other protection equipment.
8.9 Operators working on water shall wear protection equipment for water work such as immersion suits and life jackets.
8.10 Operators in flammable and explosive places shall wear protection equipment with anti-static performance, anti-static shoes, anti-static gloves and other protection equipment.

9.4 Incoming goods acceptance management shall be strengthened to check whether the production enterprise qualification certificates, inspection reports and other related documents are complete. If necessary, take samples and other methods to verify.
9.5 Distribute reasonably according to the number of personal protection
equipment used, effective use time and environmental conditions.
9.6 The effectiveness of wearing personal protective equipment after use shall be regularly confirmed. When confirming the failure, it shall be scrapped and replaced in time.
9.7 The maintenance and storage shall be carried out by the user or special person in accordance with the requirements for the use of personal protection equipment.
9.8 The production and business operation entity shall formulate a training plan, and regularly conduct training on the selection, use, repair and maintenance of personal protection equipment, and other relevant laws and regulations, standards and professional knowledge for the operators according to the plan.
9.9 The practical operation training of personal protection equipment shall be given to the operators under the guidance and supervision of professionals.
9.10 It is necessary to understand and master the proficiency of operators in the use of personal protection equipment and supervise the correctness of the use. Personnel who do not wear and use personal protection equipment in accordance with regulations shall not be allowed to work and retrained as required.
