1 Scope

China's national standard for calculating the remanufacturing rate. It specifies the methods by which the remanufacturing rate of a product is calculated, and it applies to products remanufactured in China. The remanufacturing rate is the number that turns a claim into a measurement. A product described as remanufactured may consist almost entirely of restored original components, or it may be a shell with everything inside it replaced by new parts - and the two are very different products with very different environmental and economic arguments behind them, sold under the same word. The rate expresses which one is being offered. It matters in three places at once. In procurement, where a policy that favours remanufactured products has to define what qualifies. In environmental accounting, where the saving claimed for a remanufactured unit is proportional to how much of the original was actually reused. And in the market, where a buyer comparing two remanufactured units has no other way to tell them apart. What a calculation standard has to fix is not the arithmetic, which is simple, but the definitions inside it: what counts as a remanufactured component as opposed to a reused or a new one, whether the basis is mass or value or count, how the components are bounded, and how a component that was partly restored is treated. Those choices decide the answer, and if they are left to the party making the claim the number means nothing. This standard makes them, which is why it is short and why it is referenced far more often than its length suggests. Issued on 29 June 2012 and in force since 1 December 2012.

This Standard specifies the calculation methods of remanufacturing rate. This Standard applies to products that are remanufactured in China.

3 Terms and definitions

The following terms and definitions apply to this document.

3.1 remanufacturing rate The percentage of the sum of quantity, the sum of weight and the sum of value of qualified remanufactured parts obtained after remanufacturing production and processing of a unit of remanufactured blanks TO the total quantity, the total weight and the total value of the corresponding products. They are called quantity remanufacturing rate, quality remanufacturing rate and value remanufacturing rate, respectively. [GB/T 28619-2012, definition 2.29]
