Scope
GB/T 23687-2009 is the English-translated version of 信息通信技术和消费电子产品的环境意识设计导则.
GB/T 23687-2009 is a guide that lays down environmentally conscious design for household and commercial information and communication technology (ICT) and consumer electronics (CE) products.
Clause 1 applies it to end products of those two classes with a rated voltage not exceeding 1000 V rms, and also to components; it states that the standard adopts the product design principles of ISO/TR 14062 but not its process, and that it covers only criteria directly related to the environmental performance of the product, leaving out safety, including electromagnetic fields, ergonomics and electromagnetic compatibility guidelines.
The table of contents runs Scope, Normative references, Terms and definitions and abbreviations, Design requirements and recommendations, Documents, and a design checklist for designers, with the design clause broken into general considerations, material, energy efficiency, consumables and batteries, emissions, extending the product life, end of life, substances and preparations requiring special attention, and packaging.
Three informative annexes follow, an environmental checklist for design and design guidance, regulations restricting the use of hazardous substances in products, and a plastic compatibility guide, with a bibliography at the end.
Clause 2 cites GB/T 3767-1996, GB/T 6881.1-2002, GB/T 6882-2008, GB/T 16288, GB/T 18313-2001, GB/T 24050-2004, GB/T 21273-2007, ISO/TR 14062, ISO/IEC 28360 and ECMA 370.
Clause 3.1 makes the terms of GB/T 24001 and GB/T 24050 applicable and adds two definitions quoted from GB/T 24001-2004 whose term names the draft does not print: the operating environment of the product, including air, water, land, natural resources, plants, animals and people and the relationships between them, extending from inside the product to the global system; and the elements of an organisation's activities, products and services that can interact with the environment.
The foreword states that the standard was drawn up with reference to ECMA 341.2004, that it falls under the national standardization technical committee for the environment of electrical and electronic products and systems (SAC/TC297), and that it was formulated for the first time. It was issued on 2009-04-20 and has applied since 2009-12-01.

The Standard Appendix A, Appendix B, Appendix C are informative appendices.
This standard by the National Standardization Technical Committee Environmental electrical and electronic products and systems (SAC/TC297) and focal points.
This standard was first formulated.
1 Scope
This standard provides for the home or business information and communication technology (ICT) and consumer electronics (CE) products for environmentally conscious design.
This standard applies to the rated voltage not exceeding 1000V rms home or commercial information and communication technology (ICT) and consumer electronics (CE)
Class end products (hereinafter referred to as "Product"), also applies to components.
This standard adopts the ISO /T R14062 product design principles, but does not include the process.
This standard covers only criteria directly related to the environmental performance of the product, excluding security (including electromagnetic fields), ergonomics and electromagnetic compatibility The guidelines.
