1 Scope

GB/T 17680.4-2025 is the Chinese national standard covering the off-site emergency plan - the organisation and who declares what, the protective actions of sheltering, evacuation and iodine prophylaxis and the criteria for ordering each, the public warning, and the procedures the county actually executes. 3 Terms and Definitions

The following terms and definitions apply to this document.

3.1 emergency plan It describes the work objectives, policies, and response philosophy of emergency response, as well as the organizations and functions for conducting a systematic, coordinated, and effective response. Responsibility, and the approved documents.
