Foreword

According to the requirements of the Document Jianbiao [2008] No. 65 issued by the Ministry of Construction, this standard is revised from the former standard "Standard for Classification of Seismic Protection of Building Constructions" GB 50223-2004, by China Academy of Building Research (CABR) together with related design, research and teaching organizations.

In the revision process of the standard, the experience and lessons about Fenchuan earthquake was summed up through preliminary investigation: after Tangshan earthquake (1976), the Ministry of Construction made the provision that the earthquake-resistant design of building construction shall be taken out based on degree 6 and the non-collapse protection target that the actual earthquake protection is one-degree higher than the normal fortification intensity. Fenchuan earthquake indicated that buildings, that are designed, constructed and used strictly in accordance with the current provision, occur no collapse and failure when the buildings suffer from the earthquake effect that is one-degree higher the local fortification intensity. The lives of the people have been protected effectively.

With a view to the rapid development of our country, based on that "for personintensive public facilities such as school, hospital, gymnasium, museum, culture center, cinema, theater, shopping plaza, and transport junction, the design shall be taken out in accordance with the requirement of earthquake protection higher than local building construction's, to improve the earthquake protection capacity", increase the earthquake protection type of some buildings; widely ask for opinions of relative design, research and teaching organizations, as well as earthquake resistance administrative authority; carry out discussion, revision and supplement many a time; and finalize the standard by the examination.

The revision holds over the classification principle of edition 1995 and edition 2004: whereas, all buildings shall meet the requirements of earthquake protection target "No collapse in large earthquake", buildings that shall be designed based on the earthquake protection degree one-degree higher than the normal buildings are limited within smaller range, and measures to improve the collapse and deformation resistance shall be required.

The revised standard is consisted of 8 chapters totally. The main contents of the revision are as follows:

1. Adjust definition and intension of the categories. 2. Specially strengthen the protection for the infants under accidents like earthquake. 3. Expand the range of person-extensive building; increase the earthquake resistance that person-extensive public facilities such as hospital, gymnasium, museum cultural center, library, cinema, theater, shopping plaza, and transport junction shall comply with.

4. Add the requirements on earthquake refuge building and electronic data centre. 5. Further definite that construction names listed in the standard are instance names, and for construction not listed on the standard, the earthquake protection type may be identified according to the instance construction similar in function and scale.

Local part of the standard may be revised according to concrete requirements in the future, and relevant revision information and content will be published on "Standardization of Engineering Constructions".

1.0.1 This standard is formulated with a view to defining protection type and earthquake-resistant design, and corresponding earthquake protection standard, and relieving seismic hazard effectively. 1.0.2 The standard is applicable to earthquake protection classification of building constructions within earthquake protection area. 1.0.3 All building constructions in earthquake protection area shall be identified 1.0.4 The establishment of professional standard for classification of seismic protection of building constructions shall comply with the classification principles specified in this standard.

For building constructions with special requirement but not listed with special requirements in the standard, the earthquake protection classification shall comply with the special specifications.

2.0.1 Seismic Fortification Category for Structures

The classification of seismic fortification type is taken out for all classes of building constructions based on the earthquake relief, and casualties, direct/indirect economic loss, social consequence that may be caused by the buildings suffering from earthquake.

2.0.3 Seismic Fortification Criterion

It is referred to the scale to judge the Seismic Fortification requirement, which is identified accordance with Seismic fortification intensity or design earthquake motion parameters and construction Seismic Fortification type.

(1) Casualties, direct/indirect economic loss and social consequence caused by construction damage.

(2) Town scale, profession characteristic and industrial/mining enterprises scale. (3) Influences of construction functions failure on the range of overall influence, earthquake relief and recovery difficulty.

(4) If blocks of the construction are conspicuously different in importance, the seismic fortification type may be categorized by blocks. The Seismic Fortification of lower position shall not be lower than that of the upper position.

(5) For same constructions for different industries, the Seismic Fortification level may be different if the consequence and the influence caused by the location yy Note: block is referred to building block divided by earthquake-proof joints, parts with different function in plane, or parts with different vertical function.

3.0.2 By seismic fortification, building constructions shall be categorized into

9 degree, the earthquake counter measures higher than degree 9 shall be taken

3.0.4 The standard lists only construction examples of seismic fortification types in key sectors; for constructions which function and scale is similar or close to that of example constructions, the Seismic Fortification type can be identified according to the example construction. Constructions not listed in the standard should be listed as standard fortification type. 4.0.1 This chapter is applicable to constructions related to disaster prevention and relief of civic, industrial and mining enterprises. 4.0.2 Constructions for disaster prevention and relief shall be categorized into seismic fortification type in accordance with the social consequence and function of earthquake relief. 4.0.3 Seismic Fortification classification of medical buildings shall meet following provisions: 1) For buildings for policlinic, medical implements and hospitalization attached with important medical duty in class-3 hospital shall be categorized into special fortification type. 2) For buildings for policlinic, medical implement and hospitalization in Class II and III hospitals, medical houses of village and town hospitals with surgery and emergency room, important constructions for commanding, communication, and transport systems of emergency aid centers at or above country level, and constructions of independent blood supply centers at or above country level, the Seismic Fortification type shall be important fortification type. 3) For medical buildings for industrial and mining enterprises, the Seismic Fortification type can be identified as the type of urban medical building example buildings. 4.0.4 The Seismic fortification type of fire engine house and attendance house shall be categorized into important fortification type. 4.0.5 The Seismic fortification type of constructions for disaster-prevention emergency command center of town with 200-thousand population or more, and at or above country level, shall not be less than the important fortification type. For constructions of disaster prevention emergency command system of industrial and mining enterprises, the seismic fortification type may be categorized into that of urban medical emergency command system constructions. 4.0.6 Seismic fortification type of buildings for disease prevention and control center shall meet following provisions: 1) For constructions or blocks of disease prevention and control center that bears the duties of researching, testing and storing highly-toxic high-risk contagious disease, the seismic fortification type shall be categorized into special fortification type. 2) For constructions of disease prevention and control centers at or above country or county-level city, which are exclusive form ones specified in Item 1, the yy seismic fortification type shall be categorized into important fortification type. 4.0. 5.2 Power Building Constructions

5.2.1 This section is applicable to power generation construction town power supply facilities. 5.2.2 The seismic fortification classification of electric power constructions shall be taken out in accordance with the direct influence on city and enterprise, and possible direct/indirect economic loss caused by earthquake damage. 5.2.3 The seismic fortification classification of power dispatching construction shall yy comply with following provisions: 1) The seismic fortification type of nation and region power dispatching center shall be categorized into special fortification type. 2) For power dispatching center at province, autonomous region and municipality directly under the Central Government, the seismic fortification type should be categorized into important fortification type. 5.2. 5.3 Trafficking Building Constructions

5.3.1 This section is applicable to railway, highway, water-way and air-way system constructions and town transportation facilities. 5.3.2 The seismic fortification type of trafficking production constructions shall be categorized into accordance with the position in trafficking route, restore difficulty, and effects on emergencies, disaster relief and production reinstating. 5.3.3 For railway constructions such as traffic control, handling communication, signal, power supply and water supply constructions of railroad junctions for highspeed railway, passenger traffic dedicated line (including inter-city railway) , passengers and goods mixing trunk line of class I and II, and freightage dedicated line, terminal Building of king-size station and higher person-extensive large-scale station, the seismic fortification type shall be categorized into important fortification type. 5.3.4 For highway constructions, expressway, first-class road, first-class station, highway monitoring rooms located at regions with Seismic fortification intensity of degree 7 or higher, and first-class long-distance bus terminal building, the seismic fortification type shall be categorized into important fortification type. 5.3.5 For water-way constructions such as important water-way communication and navigation facilities that are in city with 500 thousand or more population, located at regions with Seismic fortification intensity of degree 7 or higher, national key passenger station, and maritime salvage construction, the seismic fortification type shall be categorized into important fortification type. airplane hangar, and constructions for communication, power, heat, water, air and oil supply, the seismic fortification type shall be categorized into important fortification type. The fortification standard of air traffic control building shall be higher than important fortification type. 5.3.7 The seismic fortification type of town transportation facilities shall meet following provisions: 1) Wide span bridge that takes key role in traffic network and bear larger traffic volume shall be categorized into special fortification type; […]

7.2 Building Constructions for Raw Materials Production

7.2.1 This chapter shall apply to raw material production buildings for metallurgy, chemical industry, petrochemical industry, built materials, light industry raw materials and others. 7.2.2 The seismic fortification type for aforesaid raw materials production buildings shall be formulated according to the scales, restoration difficulty, and direct and indirect economic loss when being hit and closed by earthquake. 7.2.3 Regarding metallurgical and building materials production buildings, the followings shall be categorized into important seismic fortification buildings. (1) Dynamical system buildings, petroleum storage depots and oil pump rooms in big and medium-sized metallurgy enterprises. (2) Dynamical system buildings in medium-sized enterprises whose production can not be stopped and in large-scale ones. 7.2. […]
