Foreword

This standard is formulated in order to implement the Environmental Protection Law of the People's Republic of China, the Law of the People's Republic of China on Prevention and Control of Radioactive Pollution and the Nuclear Safety Law of the People's Republic of China, to prevent and control pollution by radioactive waste and to improve environmental quality.

This standard specifies the general requirements for the siting, design, construction, operation, closure and surveillance of rock cavern disposal facilities for low level radioactive solid waste, as well as for monitoring and inspection, safety assessment and safety case, and quality assurance. This standard also specifies the specific requirements for the disposal of small quantities of intermediate level radioactive solid waste in rock cavern disposal facilities for low level radioactive solid waste.

This standard is a revision of Regulations for rock cavern disposal of low and intermediate level radioactive solid waste (GB 13600-92).

This standard was first issued in 1992. This is the first revision.

The main changes in this revision are as follows:

- the title of the standard has been changed to Safety requirements for rock cavern disposal of radioactive solid waste;

- terms such as "safety case" and "monitoring" have been added to "3 Terms and definitions";

- "4 General requirements" has been changed to "4 Overall requirements", and a dose requirement for inadvertent human intrusion accidents in rock cavern disposal has been added;

- the requirements for waste forms and waste packages have been supplemented and improved, including physical and chemical performance requirements and requirements for radionuclide activity concentrations;

- the "site selection process" has been changed into three stages: general screening, preliminary feasibility study and feasibility study;

- "10 Surveillance of the disposal site" has been changed to "10 Monitoring and inspection of the disposal system", and the related content has been supplemented and improved;

- "11 Management" has been deleted;

- "12 Safety analysis and environmental impact assessment" has been changed to "11 Safety assessment and safety case";

- "13 Specific requirements for rock cavern disposal of intermediate level radioactive solid waste" has been added;

- "Annex A Investigation content for abandoned mines" has been deleted, and "Annex A (normative) Siting and evaluation criteria and required information" has been added.

From the date of implementation of this standard, Regulations for rock cavern disposal of low and intermediate level radioactive solid waste (GB 13600-92) is repealed.

Annex A of this standard is normative.
