1 Scope

GB 46518-2025 is the Chinese national standard on technical specification for bulk transportation of liquid food, in the field of food technology. It carries no /T suffix, which in the Chinese system means compliance is mandatory: a product or a practice within its scope has to meet it to be lawfully made, sold or carried out in China. It was issued on 5 October 2025 by the State Administration for Market Regulation; Standardization Administration of China, and has been in force since 1 February 2026. This document defines the terminology and definitions for liquid food and bulk transportation, stipulates management systems, personnel and training, and basic requirements for transport containers. The requirements include the cleaning, maintenance, and management of transport containers, bulk transport operations, etc., and describe the methods for verifying records. This document applies to the bulk transport of liquid food products. This document does not apply to the bulk transportation of edible vegetable oils and raw milk, nor to the bulk transportation of liquid foods within the premises of food production enterprises.

3 Terms and Definitions

The following terms and definitions apply to this document.

3.1 Liquid food food Food that remains in a liquid state during transportation.

Note. Liquid foods include foods in a liquid state containing particles or pastes, and include liquid food additives.

3.2 Bulk transport transportation This refers to the method of transporting food in bulk, without packaging, directly loaded into transport containers.

Note. Unpackaged forms include transportation using non-prepackaged single-use containers.

5 Management System

5.1 All shippers, carriers, and consignees engaged in the bulk transportation of liquid food shall establish a food safety management system for transportation.
