GB 45067-2024 is the mandatory Chinese national standard that sets the criteria for deciding when a defect or situation in special equipment in use amounts to a major accident potential - a latent unsafe condition that could cause multiple deaths and injuries or major economic loss, corresponding to a serious accident potential under the Special Equipment Safety Law.
It lists, for each category of equipment, the situations in which continued use must be judged a major accident potential: general cases such as unlicensed manufacture, scrapped equipment or failed supervisory inspection, then boilers, pressure vessels, pressure piping, filling of transportable pressure vessels and gas cylinders, lifts and escalators, lifting appliances, passenger ropeways, large amusement devices and special motor vehicles used within sites.
Typical criteria are a failed periodic inspection and missing or ineffective safety valves, bursting discs, emergency shut-off and stop devices, interlocks, limiters and passenger restraints.
The using organization bears primary responsibility for the determination; supervisory departments check a defined subset of items. It does not apply to military, nuclear, aerospace, railway, offshore, underground mining or civil airport equipment, nor to equipment exempt from use registration.
