1 Scope

Part 3 of China's mandatory series on the provision of personal protective equipment, covering metallurgy and non-ferrous metals - the integrated steelworks, the smelters and the refineries, where the defining hazard is molten metal and radiant heat and where the protective clothing has to survive a splash that would kill through ordinary workwear in seconds. This part specifies the overall requirements for the provision of personal protective equipment by employers in the metallurgical and non-ferrous industries, the identification and assessment of the hazard factors, and the requirements for the equipment. It is applied together with the general requirements of Part 1. The hazards are taken area by area, because a works of this kind is several different industries under one fence: the coke ovens and the sinter plant with their dust and their coal tar volatiles; the blast furnace and the casthouse with molten iron, radiant heat and gas; the steelmaking shop with the converter or the arc furnace, the ladle work and the splash; the continuous casting and the rolling mills with heat, scale and noise; the non-ferrous smelters with their particular metal fumes - lead, zinc, copper, nickel, cadmium - which are the exposures that show up in a blood test rather than in an accident report; the electrolysis halls with their magnetic fields and their electrolyte; and the maintenance and refractory work that goes on inside vessels that have just cooled. Against those the document sets the equipment: the aluminised and heat resistant clothing, the face and eye protection against radiant heat and splash, the respiratory protection selected against the specific fume, the hearing protection, the foot protection that must keep molten metal out as well as weight off, and the rest. Issued on 24 December 2020 and in force since 1 January 2022.

This part of GB 39800 stipulates the overall personal protective equipment (i:e: labor protection equipment) of various employers in the metallurgical and non-ferrous industries: Requirements, identification and assessment of hazardous factors, and personal protective equipment: This section applies to the equipment and management of personal protective equipment for all employers and their employees in the metallurgical and non-ferrous industries: This part does not apply to the deployment and management of personal protective equipment for firefighting by employers in mining, mineral processing, metallurgy, and non-ferrous industries:
