Foreword

In order to implement the "Environmental protection law of the People's

Republic of China" and the "Air pollution control law of the People's Republic of

China", to prevent and control the environmental pollution caused by particulate

matter discharged from non-road mobile machinery equipped with diesel

engines, this standard is hereby formulated.

This standard specifies the limits and measurement methods for exhaust

smoke from non-road mobile machinery equipped with diesel engine. This

standard applies to the testing of the exhaust smoke from non-road mobile

machinery equipped with diesel engine and on-board diesel equipment. The

inspection of the exhaust smoke from the newly-produced and imported non-

road mobile machinery equipped with diesel engine may make reference to this

standard.

This standard refers to and adopts the relevant technical contents of the

European Commission Directive 77/537/EEC "Directive on the approximation

of the laws of the member States relating to the measures to be taken against

the emission of pollutants from diesel engines for use in wheeled agricultural or

forestry tractors" and GB 3847 "Limits and measurement methods for emissions

form diesel vehicles under free acceleration and lugdown cycle".

Appendix A and Appendix B of this standard are normative appendixes.

This standard is the first release.

This standard was formulated under the organization of the Department of

Atmospheric Environment, Department of Regulations and Standards of the

Ministry of Ecology and Environment.

1 Scope

This standard specifies the limits and measurement methods for exhaust

smoke from non-road mobile machinery equipped with diesel engine and

onboard diesel equipment.

This standard applies to the testing of the exhaust smoke from non-road mobile

machinery equipped with diesel engine and on-board diesel equipment. The

inspection of the exhaust smoke from the newly-produced and imported non-

road mobile machinery equipped with diesel engine may make reference to this

standard.

This standard applies to the following (including but not limited to) non-road

mobile machinery equipped with diesel engines which is operated at non-

C.I.E. (compression ignition engine) and vehicle equipped with C.I.E.

GB 20891-2007 Limits and measurement methods for exhaust pollutants

from diesel engines of non-road mobile machinery (I, II)

3 Terms and definitions

The following terms and definitions apply to this standard.

3.1

Non-road mobile machinery equipped with diesel engine

For non-road types of machinery as mentioned in the "Scope", that is.

3.2

Onboard diesel engine equipment

A diesel-powered vehicle-mounted dedicated device that is used on a

vehicle for carrying people (goods) on the road and that does not provide

driving force for the vehicle.

3.3

Rated net power (Pmax)

The net power which is indicated by the manufacturer, according to the

provisions of GB 20891-2014, for the diesel engine when the information is

disclosed.

3.4

Coefficient of light adsorption

The coefficient by which the beam is attenuated by the smoke per unit length,

in units of m-1.

3.5

Smoke opacimeter

An instrument which is used for continuously measuring the coefficient of

light absorption of exhaust of diesel engine as specified in GB 3847.

4 Limit of exhaust smoke

4.1 Perform testing of exhaust smoke in accordance with clause 5.The opacity

smoke (coefficient of light absorption) and the Ringelmann number of the

exhaust from non-road mobile machinery equipped with diesel engine shall not

exceed the limits as specified in Table 1.

4.1.1 The non-road mobile machinery equipped with diesel engine for the phase

II and previous phase as specified in GB 20891-2007 implements the category

I limits as provided in Table 1.

4.1.3 The Municipal People's Government may, according to the atmospheric

environment quality, delineate and publish the areas that prohibit the use of

high-emission non-road mobile machinery equipped with diesel engines.

4.2 The limits of opacity smoke (coefficient of light adsorption) of the exhaust

from different kinds of non-road mobile machinery equipped with diesel engine

which is used in areas above 1700 m altitude shall be increased by 0.25 m-1

based on the values as provided in Table 1.

5 Testing methods

5.1 Testing conditions of smoke

5.1.1 Before the testing of smoke, the diesel engine of the machinery under

testing shall be fully preheated. During the continuous testing of the machinery,

it shall ensure that the engine is in normal working condition.

5.2 Testing method of smoke

5.2.1 Opacity smoke method

Use the smoke opacimeter to continuously measure the coefficient of light

adsorption of the exhaust from the non-road mobile machinery equipped with

diesel engines, under the operating conditions of 5.1.The sampling frequency

shall be not lower than 1 Hz. Take the maximum reading of the opacimeter in

the measuring process as the measuring result.

5.2.2 Ringelmann smoke method

For the non-road mobile machinery equipped with diesel engines, use the

Ringelmann smoke method specified in Appendix B to continuously observe

the exhaust smoke under the measurement conditions as described in 5.1.

6 Decision rules

6.1 If the Lingerman smoke of the non-road mobile machinery equipped with

diesel engine exceeds the standard, the exhaust smoke testing is judged to be

unqualified.

6.2 For non-road mobile machinery equipped with diesel engine qualified by

Ringelmann smoke testing, the competent department of ecology and

environment may continue to use the opacity smoke method to conduct on-site

testing of the exhaust smoke.

7 Management requirements

7.1 The manufacturing enterprise shall, in accordance with the requirements of

this standard, formulate the self-examination procedures, conduct self-testing

of the newly-produced machinery, disclose the self-testing results.

7.3 In accordance with the requirements of the Municipal People's Government

for the areas to ban the use of high-emission non-road mobile machinery

equipped with diesel engines, it may use such methods as registration and

installation of positioning systems, to strengthen the tracking management.

8 Requirements of testing instruments

8.1 The working principle and accuracy of the emission testing equipment

(smoke opacimeter, etc.) shall meet the relevant requirements of GB 3847.

9 Requirements of testing fuel

9.1 When performing the on-site testing of the exhaust smoke from non-road

mobile machinery equipped with diesel engines, it shall not replace the in-use

fuel of the non-road mobile machinery equipped with diesel engines.

10 Testing report

The testing report of the exhaust smoke from the non-road mobile machinery

equipped with diesel engines shall meet the requirements of Appendix A.
