Scope

GB 30000.4-2013 is the English-translated version of 化学品分类和标签规范 第4部分:气溶胶.

GB 30000.4-2013 is Part 4 of the Chinese rules for classification and labelling of chemicals and deals with aerosols, aligned with the fourth revised edition of the UN GHS.

It defines aerosol dispensers and classifies aerosols into three categories on the basis of their flammable components, chemical heat of combustion and, where applicable, the foam test, ignition distance test and enclosed space test; aerosols containing any GHS-flammable component are flammable, those not meeting Category 1 or 2 fall into Category 3, and untested aerosols with more than 1% flammable components or at least 20 kJ/g heat of combustion are Category 1.

The decision logic uses thresholds such as 85% flammable components with 30 kJ/g, ignition distances of 75 cm and 15 cm, and 300 s/m3 time equivalent or 300 g/m3 deflagration density in the enclosed space test.

Labels carry the signal word "Danger" for extremely flammable aerosols and "Warning" for flammable aerosols, with pictograms, hazard and precautionary statements, product identifier and supplier identification.

Clauses 4 and 6 are mandatory; the rest is recommended. It replaces GB 20578-2006: the title and scope were changed, former clauses 6 to 8 were merged into a single labelling clause, the old figures and tables were moved to annexes and an annex of label examples was added.

It was issued on 10 October 2013 and has been in force since 1 November 2014. Classification: ICS 13.300, CCS A80. The document runs to 17 pages, delivered complete in English translation.

This part is Part 4 of GB 30000.

This part has been drafted in accordance with the rules given in GB/T 1.1-2009.

This part replaces GB 20578-2006 Safety rules for classification, precautionary labelling and precautionary statements of chemicals - Flammable aerosols.

This part is consistent in its technical content with the relevant provisions of the United Nations Globally Harmonized System of Classification and Labelling of Chemicals (GHS), fourth revised edition.

Compared with GB 20578-2006, the main technical changes in this part are as follows:

- the title of the standard has been changed to "Rules for classification and labelling of chemicals - Part 4: Aerosols";

- the content of the scope in Clause 1 has been modified: "precautionary label" has been changed to "label" and "precautionary statements" has been deleted;

- the lead-in wording of Clause 2 "Normative references" has been modified, and the United Nations Globally Harmonized System of Classification and Labelling of Chemicals (fourth revised edition) has been added as a referenced document;

- a lead-in sentence has been added to Clause 3 "Terms and definitions";

- Figure 1 "Decision logic" and the "Guidance" of Clause 5 have become informative Annex A;

- former Clause 7 has been deleted, and Table 2 of former Clause 7, modified in accordance with the GHS (fourth revised edition), has become normative Annex B;

- former Clauses 6, 7 and 8 have been modified and combined into Clause 6 in accordance with the GHS (fourth revised edition); former Table 1, as modified, has become normative Annex C;
