Foreword

This standard has been drawn up in accordance with the arrangements of the 1996 national standards plan of the State Bureau of Technical Supervision (Document Jijianju Biaofa [1996] No. 32), in order to carry out reservoir operation scientifically, rationally and economically, to ensure the safety of the hydro project, to bring the benefits of comprehensive utilization fully into play, to raise the level of reservoir operation management, and to make reservoir operation standardized, institutionalized and scientific.

This standard specifies the principles, tasks, methods, external conditions and scientific management requirements for the operation of large and medium-scale hydropower station reservoirs.

This standard is based on the Electric Power Law of the People's Republic of China, the Water Law of the People's Republic of China, the Flood Control Law of the People's Republic of China, the Flood Control Regulations of the People's Republic of China and the Regulations of the People's Republic of China on the Administration of Power Grid Dispatching. It draws on the operating rules, systems and related standards and codes for large and medium-scale reservoirs of the electric power, water resources and other departments, incorporates the main experience and lessons of the operation of large and medium-scale hydropower station reservoirs since the founding of the People's Republic, and widely solicited the opinions of experts and scholars from operating, design, research and academic institutions; it was discussed and revised several times and passed review.

This standard was proposed by the Ministry of Electric Power Industry.

This standard is under the technical responsibility of the National Electric Power Dispatching and Communication Centre.
