Scope

GB 12743-2003 is the English-translated version of 大豆种子产地检疫规程.

GB 12743-2003 sets out the plant quarantine rules for soybean seed producing areas: the regulated pests, the production of healthy seed, field inspection, laboratory testing and certification.

It applies to the plant quarantine agencies that manage quarantine in soybean seed producing areas and to the units and individuals that propagate and produce soybean seed.

The regulated pests are Phytophthora root and stem rot (Phytophthora sojae) and dodder as quarantine pests, and soybean virus diseases, downy mildew and frogeye leaf spot as regulated non-quarantine pests; seed health limits are fixed for breeder's, foundation and certified seed, together with site selection (100 m isolation), prevention measures, chessboard field sampling, three field inspections, and the application, record, laboratory report and certificate forms.

Annex A describes field symptoms, Annex B gives the laboratory isolation and identification method for Phytophthora sojae, and Annex C the test method for virus diseases.

It replaces GB 12743-1991, adding Phytophthora root and stem rot and dropping Sclerotinia stem rot as a seed-inspected pest. Issued on 2 June 2003 and in force since 1 November 2003.

Foreword

This standard replaces GB 12743-1991, Plant quarantine rules for soybean seeds in producing areas.

GB 12743-1991, Plant quarantine rules for soybean seeds in producing areas, has been in force for more than ten years. The species of dangerous pests of soybean have since changed and inspection and quarantine techniques have developed and improved, so that the original rules no longer meet the needs of the development of soybean production; the original standard has therefore been revised. The revised standard adds Phytophthora root and stem rot of soybean, a domestic quarantine pest newly announced in 1995, which is also a Category I quarantine pest for plants entering the country announced by China in 1993. At the same time, since Sclerotinia stem rot of soybean is a soil-borne disease and the seed itself does not carry and transmit the pathogen, it is no longer listed after the revision as a pest to be inspected. The integrated pest management measures have also been adjusted accordingly, and some new technical content has been added.

Annex B and Annex C of this standard are normative annexes; Annex A is an informative annex.

This standard was proposed by the Ministry of Agriculture of the People's Republic of China.
