1 Scope
NB/T 20580.6-2021 is Part 6 of the Chinese budget estimation norm series for nuclear power plant construction. The distinction from the NB/T 20358 series matters: a budget estimation norm is used earlier in a project, at the preliminary design and budget estimate stage, and its items are coarser and cover larger blocks of work than the detailed budget quotas applied once the design is fixed. This norm specifies the norms for nuclear island mechanical equipment installation works within the budget estimation norm of nuclear power plant construction project works (wording as printed on the page).
This norm applies to the nuclear island works of new-build and extension projects of pressurized water reactor nuclear power units, and to those sub-items of BOP works having nuclear safety requirements, such as the nuclear island waste liquid storage tank building, the conventional island waste liquid storage tank building, the auxiliary building for treatment of radioactive solid waste, the temporary storage facility for solid waste, the radioactive machinery repair shop and the decontamination workshop. Other reactor types and nuclear projects may take this norm as a reference.
2 Explanation of this Volume - General Explanation
This norm shall be applied together with the Cost norm for nuclear island building and installation works of nuclear power plant construction projects and the Cost norm for machine-team of nuclear power plant construction projects.
The norm is the basis for compiling the preliminary design budget estimate, for setting the investment control plan, for carrying out technical and economic analysis and comparison, and for controlling the construction drawing budget; it is also the basis for compiling budget estimation indices.
The norm has been compiled for normal natural conditions and environment, on the basis of a reasonable construction organization design and a matched set of construction machinery at the present technical stage, taking into account reasonable overlapping (cross) operations, and in accordance with the relevant technical standards for pressurized water reactor nuclear power plants, the construction and acceptance codes, the quality assurance outline, the safe operating procedures and the requirements for civilized and safe construction and environmental protection on site.
The consumption of labor, materials and construction machinery in the norm reflects the construction technical level and organizational level of nuclear power plant construction at the present stage. Except where adjustment is expressly permitted in the norm, no adjustment may be made on account of differences in construction organization, working method or material loss of a given project.
Labor cost of the norm is stipulated as follows:
1) The labor input of this norm is expressed in comprehensive workdays, without distinction of trade or technical grade; each comprehensive workday is counted as an eight-hour working day.
2) The comprehensive unit price of this norm is calculated with a production worker labor cost of 135 yuan per workday, which includes basic wages, wage-type allowances, auxiliary wages, employee welfare expenses and labor protection expenses.
This norm has been compiled for the following normal construction conditions:
1) Equipment, finished products, semi-finished products and components are complete and undamaged, conform to the quality standards and design requirements, are accompanied by certificates of conformity and test records, and their supply meets the installation schedule.
2) Cross operations between the installation works and the civil works are normal, and the civil works do not affect the normal construction of the installation works.
3) The installation location, the buildings, the equipment foundations and the embedded openings and sleeves all conform to the design standards and satisfy the installation requirements.
4) The on-site installation conditions conform to the design requirements and satisfy the technical conditions.
5) Water and power supply meet the normal use of the installation construction.
6) The geographical environment and climatic conditions do not affect the normal work or the physical health of the installation workers. For construction in a special environment, the cost shall be calculated separately in accordance with the relevant provisions.
Material cost is stipulated as follows:
1) The materials in this norm comprise the main materials, auxiliary materials and sundry materials directly consumed in the installation work content; the material consumption comprises the quantity used directly in the installation work content, the quantity apportioned and the stipulated loss.
2) Material loss comprises transport loss from the site warehouse, the site stacking area or the site processing area to the installation location, construction operation loss and site stacking loss.
3) Materials whose unit price is not indicated in this norm are treated as main materials; their price is not included in the base price and shall be calculated at actual price on the basis of the quantities listed.
4) Materials used in very small quantities in this norm, whose influence on the base price is negligible, are combined as other material cost and are entered into the material cost calculated in yuan as the unit.
5) The consumption rates of the main materials of the installation works are given in the relevant chapters of the norm and of the budget norm.
6) Material unit prices are taken at material warehouse prices, and the material transport and miscellaneous charge is 2.5 percent.
The usage fee of construction machinery is stipulated as follows:
1) The usage fee of construction machinery in the norm is expressed by the machine-team consumption.
2) The construction machinery in the norm has been determined comprehensively according to a normal and reasonable set of machinery and to the level of mechanical equipment of construction enterprises; no adjustment is made where actual practice differs from the norm.
3) The norm items list the consumption of the main equipment, appliances, instruments and gauges; sundry machinery used in very small quantities, whose influence on the base price is negligible, is combined as other machinery cost and is entered into the machinery cost calculated in yuan as the unit.
4) Tools and appliances whose unit value is within 2000 yuan and whose service life is within two years do not constitute fixed assets and are not entered into the norm; they are taken into account in the Cost norm for nuclear island building and installation works of nuclear power plant construction projects.
Horizontal and vertical transport is stipulated as follows:
1) Equipment: horizontal and vertical transport from the designated stacking place on the installation site to the installation location is included; horizontal and vertical transport of large equipment is not included.
2) Materials, finished products and semi-finished products: horizontal and vertical transport from the site warehouse of the construction unit or from the designated stacking place to the installation location is included.
3) Datum plane for vertical transport: indoors, the indoor floor plane is the datum; outdoors, the ground plane of the installation site is the datum.
The following costs of this norm shall be taken according to the coefficients specified in Table 1 (Table 1 Fee-taking coefficients; calculation base, coefficient in percent, labor cost share in percent).
Item 1 Scaffolding erection and dismantling cost: 1.1 nuclear island mechanical equipment installation works - base: norm labor cost, coefficient 15, labor cost share 35.
1.2 Nuclear island piping installation works - base: norm labor cost, coefficient 10, labor cost share 55.
1.3 Nuclear island ventilation and air conditioning works - base: norm labor cost, coefficient 10, labor cost share 55.
1.4 Nuclear island electrical equipment installation works - base: norm labor cost, coefficient 15, labor cost share 35.
1.5 Nuclear island automation control instrument installation works - base: norm labor cost, coefficient 15, labor cost share 35.
1.6 Nuclear island communication equipment installation works - base: norm labor cost, coefficient 15, labor cost share 35.
1.7 Nuclear island sandblasting, anticorrosion and thermal insulation works - base: norm labor cost, coefficient 20, labor cost share 25.
Item 2 Surcharge for loss of efficiency where installation is carried out at the same time as production - base: norm labor cost, coefficient 10, labor cost share 100.
Item 3 Surcharge for loss of efficiency where construction is carried out in an environment harmful to health - base: norm labor cost, coefficient 10, labor cost share 100.
Except where otherwise stated in the explanation of a part or a chapter, this norm does not include the following items:
1) Single-machine commissioning cost and combined commissioning cost associated with key equipment.
2) Functional test cost of single machines.
3) The electricity, steam, service water, circulating water, demineralized water, compressed air, nitrogen, lubricating oil (grease) and materials required for single-machine test runs.
4) Off-site transport of equipment, materials, finished products and semi-finished products.
5) Labor, material and machinery costs added by requirements exceeding the codes.
6) Work on equipment, components and the like that do not conform to the design requirements.
7) Cost of moving large machinery in and out of the site, and its use and standby machine-teams.
8) Cost of special labor protection articles required by the particular nature of the works.
9) Cost of special health care required by the particular nature of the works.
10) Cost of special technical measures required by the particular nature of the works.
Where this norm bears the wording within XX or not more than XX, XX itself is included; where it bears the wording outside XX or more than XX, XX itself is not included.

3 Explanation of this Volume - Explanation of this Norm
1.1 Instrumentation and control part.
1. This norm applies to the installation of automation control devices and instruments in new-build and extension projects of nuclear power plants or of other projects related to nuclear energy.
2. The instrument calibration material cost of this norm includes the consumable materials used for calibration and the loss of the calibration materials.
3. The following items shall be executed according to the corresponding norm items of other parts:
1) Cable laying, conduit installation and cable tray installation shall be executed according to the corresponding items of Volume 5, Nuclear island electrical equipment installation works.
2) Earthing and earthing resistance testing shall be executed according to the corresponding items of Volume 5, Nuclear island electrical equipment installation works.
1.2 Communication part.
1. This norm applies to generic cabling system works, communication system equipment installation works, automatic fire alarm system works and security protection system works in new-build, extension and reconstruction projects of nuclear power stations or of other projects related to nuclear energy.
2. In addition to the operations described in the explanations of the individual chapters, the work content of this norm also includes: construction technical preparation, preparation of construction quality control documents, preparation of construction machinery, preparation of standard instruments and gauges, construction safety protection measures, cleaning of the installation position, on-site handling of equipment, materials and machine tools, unpacking inspection, installation, adjustment and testing, finishing work, site clean-up, cooperation with quality inspection, cross-operation coordination between trades, and the time during which water, electricity and gas supplies are temporarily moved or interrupted.
3. The calibration material cost of this norm includes the consumable materials used for calibration and the loss of the calibration materials.
4. The following items shall be executed according to the corresponding items of other parts:
1) Control cable laying, electrical conduit and cable tray installation shall be executed according to the corresponding items of Volume 5, Nuclear island electrical equipment installation works.
2) Earthing and earthing resistance testing shall be executed according to the corresponding norms of Volume 5, Nuclear island electrical equipment installation works.
3) Oil painting, thermal insulation, sandblasting, anticorrosion and touch-up painting shall be executed according to the corresponding items of Volume 3, Nuclear island piping installation works.
4) Concrete foundations shall be executed according to the corresponding items of the civil works norm.
5. Other: super-height surcharge - for the installation of communication equipment where the height of the workpiece above the floor is more than 5 m and not more than 20 m, a surcharge of 33 percent is calculated on the labor cost of the part exceeding the height, of which the labor cost share is 100 percent.
6. For the material loss rates of this norm, reference may be made to Budget norm of nuclear power plant construction project works - Part 9: Nuclear island communication equipment installation works (NB/T 20358.9-2018).
4 Chapter 1 Process Detection Instruments - Chapter Explanation
1. Scope of application of this chapter: installation and single-unit commissioning of temperature, pressure, differential pressure, flow, throttling device, level, special-purpose and dose detection instruments.
2. This chapter includes the following work content: preparation, drawing of materials, handling, sorting and cleaning; safekeeping, supply, cleaning, installation or assisted installation of the tapping (take-off) components; installation of instrument valves and valve manifolds, grinding and degreasing; degreasing and installation of instrument connections, accessories and related auxiliary vessels; instrument installation, single-unit commissioning, calibration, wiring, hanging of position tags, and compilation of installation and commissioning records.
The following items are also included:
1) Drilling of panel holes for panel-mounted instruments.
2) Installation of capillary-type temperature bulbs of pressure-type thermometers, and laying and fixing of the capillary tube.
3) Steel-tape level transmitters: installation, adjustment and leak test of the counterweight, protective cover, float, steel tape, guide tube and protective sleeve.
4) Tank liquid weighing instruments: installation of the bell jar, installation of the weighing instrument, installation and pressure test of the impulse piping.
5) Throttling devices: checking of ovality and concentricity, orifice plate flow direction, positioning of the plus and minus pressure chambers, cleaning of the annular chamber and orifice plate, and assisted first-stage installation. Blowing of the pipeline followed by cleaning of the annular chamber and installation of the orifice plate, with one gasket made.
6) Heavy-weight probe level gauges: installation of the actuator, magnetic drive, pulley and pulley bracket, counterweight and wire rope.
7) Float level gauges: installation of the wire rope, float and pulley.
8) Assistance in installing flowmeters on process piping and commissioning of the flow conversion, amplification, remote transmission and display sections.
9) Insertion-type instruments installed on process piping.
10) Programmable radar level gauges and installation, inspection and wiring of temperature and pressure compensation systems.
11) Radioactive instruments: assisted installation of the radioactive source, installation of the source protection tube, safety protection and mock (dummy) installation.
12) Installation of dose instruments and instrument protection.
13) Testing of rod control and rod position coil assemblies: measurement of d.c. resistance and insulation resistance before installation, measurement of d.c. resistance and insulation resistance after installation, and polarity check after installation (rod position indicator assemblies do not require a polarity check).
3. Items not included:
1) Fabrication and installation of brackets and supports, rust removal and painting, which are executed according to the relevant items of Chapter 7 of this volume.
2) Opening of equipment, welding of short pipes, and installation of the tapping components.
3) Preparation and configuration of the flowmeter calibration device, and the machine-team cost of the calibration instruments supplied with it.
4) No-load or on-load combined commissioning runs.
5) Testing of rod control and rod position assemblies before the reactor hot test and before the connection of the cabinets.
4. Other: where instruments are installed by insertion on process equipment or piping, the flanges or sockets shall be embedded or welded in good order, and the bolts shall be properly matched and complete.
5 Chapter 1 - Rules for Calculation of Engineering Quantities
1. The installation and single-unit commissioning of detection instruments and control instruments includes temperature, pressure, flow, differential pressure, level, indicating instruments, dose detection instruments, combined instruments, regulating instruments and actuators. Dose detection instruments are measured in sets; all other instruments are measured in units (pieces or blocks). Amplifiers, filters and other elements and components supplied as a set with the instrument are part of the instrument, and their quantity shall not be calculated separately. (The installation of core thermocouples includes unpacking inspection, mock thermocouple installation, application of nuclear-grade lubricating oil, measurement of insulation resistance and d.c. resistance before installation of the instrument, installation of the thermocouple and of the SWAGELOK connection, and the inspection and testing after installation, including measurement of the thermocouple length.)
2. For instrument installation holes and first-stage components on process equipment and piping, the openings shall be regarded as embedded or already installed and as accepted; the norm already includes the work content of supplying the components, assisting with the opening and assisting with the installation, and their quantity shall not be calculated separately.
3. For the installation of throttling devices on piping, only the first installation quantity is calculated, and it includes the fabrication and installation of the first-stage flange gaskets. The norms for flow instruments, throttling devices, control valves and the like already include the installation cost of the body (piping trade) and of the assisting work (automation control instrument trade), and their quantity shall not be calculated separately.
4. Flowmeters, control valves, solenoid valves and throttling devices installed on process piping are installed by the piping trade with the assistance of the automation control instrument trade; the work of drawing, cleaning and safekeeping is already included in the corresponding items of the automation control instrument norm. Instruments not located on process piping or equipment, flange welding for the instrument trade and solenoid valve installation fall within the scope of instrument installation and shall be executed according to the corresponding norms.
5. Radioactive instruments are commissioned with the assistance of the relevant professional construction personnel and include installation of the protection tube, safety protection and mock installation, measured in sets. The cost of the radioactive source protection tube and of special installation measures shall be calculated separately according to the construction organization design.
6. The installation of dose detection instruments is measured in sets. (The installation content of accelerometers includes unpacking inspection, insulation resistance before and after installation, d.c. resistance and capacitance measurement, installation of the adapter and installation of the accelerometer, but does not include the laying and fixing of the integrated cable. The installation of counting tubes and ionization chambers includes unpacking inspection and insulation testing, but does not include the laying and fixing of the integrated cable.)
7. Instrument installation does not include the fabrication and installation of brackets and supports; the fabrication of brackets and supports is calculated separately in kilograms.
8. The installation of amplifiers supplied as a set with the instrument is already contained in the installation of the complete instrument, and the engineering quantity shall not be calculated a second time.
6 Chapter 1 - Norm Tables, Sample Items G6-1-1 to G6-1-6
The norm tables of this chapter are set out by norm number, with the base price in yuan broken down into labor cost, material cost and machinery cost, followed by the consumption of labor, of non-priced materials, of priced materials and of construction machinery, each with its unit and unit price.
G6-1-1 Thermometer, unit: piece. Base price 257.49 yuan, of which labor cost 239.07 yuan, material cost 11.64 yuan, machinery cost 6.78 yuan. Comprehensive workdays for installation 1.771 at 135.00 yuan per workday.
G6-1-2 Thermocouple (resistance thermometer), unit: piece. Base price 240.99 yuan, of which labor cost 213.18 yuan, material cost 15.87 yuan, machinery cost 11.94 yuan. Comprehensive workdays for installation 1.579.
G6-1-3 Core thermocouple (resistance thermometer), unit: piece. Base price 317.82 yuan, of which labor cost 234.12 yuan, material cost 24.97 yuan, machinery cost 58.73 yuan. Comprehensive workdays for installation 1.734.
