1 Scope

NB/T 20580.4-2021 is Part 4 of the Chinese budget estimation norm for nuclear power plant construction, and it prices the installation of ventilation and air conditioning in the nuclear island. A budget estimation norm is the book of unit rates used at the design stage to build a cost estimate: for each defined item of work it states how much labour, machinery and material that work consumes. The scope here is the ductwork and the plant that moves and treats air in the nuclear island - ducting in stainless steel, carbon steel, fire-resistant material, glass reinforced plastic and aluminium across the range of gauges, the fittings, supports and hangers that go with it, the control and isolation dampers, and the air handling units, fans, coils and filter housings. This norm specifies the norm for nuclear island ventilation and air-conditioning installation works within the budget estimation norm for nuclear power plant construction works.

This norm applies to the nuclear island works of newly built and extended pressurized water reactor nuclear power units, and to the sub-items with nuclear safety requirements within the BOP works, such as the nuclear island liquid waste storage tank building, the conventional island liquid waste storage tank building, the radioactive solid waste treatment auxiliary building, the solid waste interim storage building, and the radioactive machinery repair and decontamination workshop. Other reactor types and other nuclear works may use it for reference.

Structure of this part: Volume Explanation; Chapter 1, Making and installation of ventilation ducts; Chapter 2, Making and installation of regulating valves; Chapter 3, Installation of ventilation and air-conditioning equipment.

2 Volume Explanation - General Provisions

1. This norm is implemented together with the Fee norm for nuclear island construction and installation works of nuclear power plant construction projects and with the Machine-team fee norm for nuclear power plant construction projects.

2. The norm is the basis for preparing the budget estimation of the preliminary design; it is the reference basis for preparing the bid control price and the tender quotation of works at the preliminary design stage; it is the basis for formulating the investment control plan, for carrying out technical and economic analysis and comparison, and for controlling the construction drawing budget; it is also the foundation for compiling budget estimation indexes.

3. The norm is compiled under normal natural conditions and environment, on the basis of the rational construction organization design and construction machinery allocation of the present stage, taking rational parallel operation into account, and on the basis of the relevant technical standards, the construction and acceptance codes, the quality outline and the safe operating procedures of pressurized water reactor nuclear power plants, and of the requirements for civilized construction and environmental protection on the construction site.

4. The consumption of labour, materials and construction machinery in the norm reflects the construction technology level and the organization level of nuclear power plant construction at the present stage. Except where adjustment is expressly permitted in the norm, the norm shall not be adjusted on account of differences in construction organization, operating method or material loss.

5. The labour cost of the norm is stipulated as follows. a) The labour days of this norm are expressed as composite labour days, without distinction of trade or of technical grade; each composite labour day is considered on the basis of an eight-hour working system.

5. b) The composite unit price of this norm is implemented at a labour cost of 135 yuan per labour day for production workers, which includes basic wage, wage-type allowance, auxiliary wage, employee welfare cost and labour protection cost.

6. This norm is compiled on the basis of the following normal construction conditions. a) Equipment, materials, finished products, semi-finished products and components are complete and undamaged, conform to the quality standards and to the design requirements, are accompanied by certificates of conformity and test records, and their supply meets the installation schedule requirements.

6. b) Parallel operation between the installation works and the civil works is normal, and the civil works do not affect the normal construction of the installation works.

6. c) The installation location, the buildings and structures, the equipment foundations and the reserved holes conform to the design standards and meet the installation requirements.

6. d) The site installation conditions conform to the design requirements and satisfy the technical conditions.

6. e) Water supply and power supply meet the normal use of the installation construction.

6. f) The geographical environment and the climatic conditions do not affect the normal operation or the physical health of the installation workers. Construction in special environments shall be charged separately in accordance with the relevant provisions.

7. The material cost is stipulated as follows. a) The materials in this norm include the main materials, the auxiliary materials and the sundry materials directly consumed in the installation work content; the material consumption includes the quantity used, the spreading quantity and the specified loss directly consumed in the installation work content.

7. b) The material loss includes the transport loss from the site warehouse, the site stacking place or the site processing place to the installation place, the construction operation loss and the site stacking loss.

7. c) The materials for which no unit price is indicated in this norm are main materials; their price is not included in the base price and shall be calculated at the actual price on the basis of the quantities listed.

7. d) The other sundry materials of this norm are combined as other material cost and are included in the material cost calculated in yuan.

7. e) The consumption rates of the main materials of the installation works are given in the norms of Part 2 to Part 6.

7. f) The unit price of the materials is taken from the material price list, and the material transport and miscellaneous charge is 2.5%.

8. The cost of use of construction machinery is stipulated as follows. a) The cost of use of construction machinery in this norm is expressed as the consumption of machine-teams.

8. b) The construction machinery of this norm is determined comprehensively on the basis of normal and rational machinery allocation and of the level of mechanical equipment of the construction enterprise; where the actual situation does not agree with the norm, no adjustment shall be made except where otherwise stated in the individual chapters.

8. c) Only the consumption of the main equipment, implements, instruments and meters is listed in the norm sub-items; those used in very small quantities and having very small influence on the base price are combined as other machinery cost and are included in the machinery cost calculated in yuan.

8. d) Tools and implements with a unit value within 2000 yuan and a service life within two years, which do not constitute fixed assets, are not included in the norm; they are considered in the Fee norm for nuclear island construction and installation works of nuclear power plant construction projects.

9. Horizontal and vertical transport is stipulated as follows. a) Equipment: the horizontal and vertical transport from the stacking place designated on the installation site to the installation place is included; the horizontal and vertical transport of large equipment is not included.

9. b) Materials, finished products and semi-finished products: the horizontal and vertical transport from the site warehouse of the construction unit or from the designated stacking place to the installation place is included.

9. c) Datum plane for vertical transport: indoors the indoor floor level is taken as the datum plane; outdoors the ground level of the installation site is taken as the datum plane.

10. The following costs of this norm are charged at the coefficients specified in Table 1, Fee-charging coefficients.

Table 1, item 1, Scaffolding erection and dismantling cost, broken down as follows. Item 1.1, nuclear island mechanical equipment installation works: calculation base, norm labour cost; coefficient 15%, of which labour cost 35%. Item 1.2, nuclear island piping installation works: calculation base, norm labour cost; coefficient 10%, of which labour cost 55%. Item 1.3, nuclear island ventilation and air-conditioning works: calculation base, norm labour cost; coefficient 10%, of which labour cost 55%.

Table 1, item 1.4, nuclear island electrical equipment installation works: calculation base, norm labour cost; coefficient 15%, of which labour cost 35%. Item 1.5, nuclear island automation control instrumentation and communication equipment installation works: calculation base, norm labour cost; coefficient 15%, of which labour cost 35%.

Table 1, item 2, additional cost for reduced efficiency when installation is carried out at the same time as production: calculation base, norm labour cost; coefficient 10%, of which labour cost 100%. Item 3, additional cost for reduced efficiency when construction is carried out in an environment harmful to health: calculation base, norm labour cost; coefficient 10%, of which labour cost 100%.

11. Except where otherwise stated in the individual parts, this norm does not include the following items. a) The cost of single-machine test running and of coordinated linkage test running in connection with key equipment.

11. b) The cost of the functional test of single machines.

11. c) The electricity, steam, industrial water, circulating water, demineralized water, compressed air, nitrogen, lubricating oil or grease, and materials required for the single-machine test run.

11. d) The off-site transport of equipment, materials, finished products and semi-finished products.

11. e) The labour, material and machinery costs added beyond the scope.

11. f) The work on equipment, components and the like that do not conform to the design requirements.

11. g) The cost of moving large machinery in and out of the site, the cost of its use and the cost of its standby machine-teams.

11. h) The cost of the special labour articles required by the special nature of the works.

11. i) The cost of the special health care required by the special nature of the works.

11. j) The cost of the special technical measures required by the special nature of the works.

12. Where this norm is marked within XX or XX and below, XX itself is included; where it is marked beyond XX or above XX, XX itself is not included.

13. For the sub-items of the various specialities not included in this norm, the relevant norms may be referred to in application.

3 Volume Explanation - Explanation of This Norm

1. This norm is compiled for normal construction conditions and satisfies the following provisions. a) Ventilation valves, flexible joints and other finished products are complete and undamaged, conform to the design requirements and to the quality standards, and are provided with certificates of conformity.

1. b) The main materials used in construction conform to the design requirements and are provided with certificates of conformity.

1. c) The site installation conditions conform to the design requirements and to the provisions on technical conditions.

1. d) Parallel operation between the installation works and the civil works is normal and does not affect the installation construction.

2. The commissioning cost of the ventilation system is calculated at 20% of the labour cost of the system works, of which labour cost 55%, material cost 20% and machinery cost 25%. System commissioning refers to the light-leakage test; the air-leakage test; the measurement of the air flow of the ventilation ducts; the measurement of the air pressure; the measurement of the temperature; the adjustment of the air outlets and of the valves of each system; and the cooperation in the air balance test.

3. The provisions concerning the following equipment costs. a) Where equipment heavier than the weight indicated in this norm is installed, the equipment weight difference coefficient shall be obtained by Formula 1 and the installation cost of equipment of the same category in this norm shall then be multiplied by the adjustment coefficient.

Formula 1: the equipment weight difference coefficient equals the actual weight of the installed equipment divided by the norm weight.

Table of overweight adjustment coefficients for equipment: for an equipment weight difference coefficient (within) of 1.1 the adjustment coefficient is 1.08; for 1.2 it is 1.15; for 1.3 it is 1.2; for 1.4 it is 1.25; for 1.5 it is 1.30; for 1.6 it is 1.35.

3. b) The cost of dismantling equipment is calculated at 50% of the cost of installing the equipment, that is of the sum of labour cost, material cost and machinery cost.

3. c) The vertical transport of equipment has been considered comprehensively in this norm; except for the work of hoisting large pieces, special measures and other items whose cost has to be charged separately, no adjustment shall be made on account of changes in height.

4. The following contents are not included in this norm and shall be calculated separately when they occur. a) The handling work of equipment from the equipment warehouse to the stacking place designated on the installation site.

4. b) The secondary handling and the loading and unloading of equipment, materials and implements caused by a narrow site or by obstacles such as ditches and pits.

4. c) The cost arising from the chipping and grinding, the shimming up and the repair of the anchor bolt holes of the equipment foundations.

4. d) The processing cost and the trial and test cost of equipment, materials, finished products, semi-finished products and parts including forgings.

4. e) The special technical measures and the large temporary facilities, and the special machines and implements required for the installation of large equipment.

4. f) The water, electricity, gas, oil and fuel used for the no-load running of the equipment itself.

4. g) The load test run, the linkage test run and the test run in preparation for production.

4. h) The special shims, the special shim iron and the anchor bolts.

4. i) The cost added by design changes or by requirements beyond the scope.

4. j) The dismantling inspection or disassembly of equipment.

4 Chapter Explanations - Stainless Steel Plate Ventilation Ducts

1.1 Work content. a) Making of ducts with a wall thickness less than 2 mm: preparation, marking out, cutting, folding, seaming, seam closing, making of straight ducts, fittings, flange marking out, cutting, weld grinding, flange bolt holes, drilling, flange marking, fitting of the flanges, riveting, application of sealant to the seams, cleaning inside and outside the duct, marking, duct protection.

1.1 b) Making of ducts with a wall thickness of 2 mm and above: preparation, marking out, cutting, rolling, folding, tack welding of the duct seams, making of the argon chamber, argon supply, adhesive tape, gas filling, welding, pickling and passivation of the weld, weld repair; flange cutting, cutting, grinding, flange bolt holes, drilling, assembly of duct and flange, welding, duct marking, repair of leak points, duct protection.

1.1 c) Duct installation: measuring and setting out, matching of the reserved holes, cleaning of the inner wall of the duct, site drilling of the duct flanges, cutting of the adjusting section, welding, grinding, weld repair, pickling and passivation of the weld, duct gaskets, positioning of the duct assembly and adjustment of level and verticality, site protection of the duct and duct reinforcement.

1.2 In the duct making and installation items the labour for making and installing the guide vanes has been taken into account; the making form and the number of the guide vanes are considered according to the standard. Where the number of guide vanes is increased, the labour, the materials and the machinery shall be adjusted by a coefficient of 15%.

1.3 For ducts with a diameter of 200 mm or less and a wall thickness of 2 mm or more, where the design provides for this specification, the prefabricated part is considered as a purchased finished product.

1.4 This chapter does not include the following contents: a) the leakage test; b) reinforcement detection and hole drilling; c) the making and installation of supports.

2.1 Rules for calculating quantities. The making and installation of ducts is calculated by the developed surface area according to the different specifications of the construction drawing; the areas occupied by inspection holes, measuring openings, supply air outlets and exhaust air inlets are not deducted. For circular ducts, F equals pi multiplied by D multiplied by L, where F is the developed surface area of the circular duct in square metres, D is the diameter of the circular duct and L is the length of the duct centre line. Rectangular ducts are calculated as the perimeter shown in the drawing multiplied by the length of the duct centre line.

2.2 The duct length is uniformly based on the centre line length of the duct shown in the drawing; the length occupied by bends, tees, reducers and other special fittings is not deducted, but the length occupied by valves and components shall be deducted. The starting point and the end point of the centre line are the intersections with the centre line of the duct. The diameter and the perimeter are developed on the dimensions shown in the drawing; the overlap of the seam closing is already included in the norm and shall not be added.

2.3 Where the whole ventilation system is designed with a tapering duct for uniform air supply, circular ducts are calculated by the average diameter and rectangular ducts by the average perimeter.

2.4 The making and installation of stainless steel ducts already includes the flanges and the stiffening frames, but the norm does not include the supports and hangers; their quantity is measured in kilograms.

5 Chapter Explanations - Carbon Steel Ventilation Ducts

1.1 Work content. a) Making of ducts with a wall thickness of 1.2 mm or less: preparation, marking out, cutting, folding, rolling, seaming, seam closing, making of straight ducts, fittings, flange marking out, cutting, rolling, weld grinding, flange bolt holes, drilling, flange marking, fitting of the flanges, riveting, application of sealant to the seams, cleaning inside and outside the duct, marking, making of sleeves, duct protection.

1.1 b) Making of ducts with a wall thickness of 2 mm and above: preparation, marking out, cutting, rolling, folding, duct seaming, welding and grinding of the welds, rounding of the duct, marking, flange marking out, cutting, weld grinding, flange bolt holes, drilling, assembly of duct and flange, welding, weld grinding, repair of leak points, duct marking.

1.1 c) Duct installation: measuring and setting out, cleaning of the inner wall of the duct, site drilling of the duct flanges, cutting of the adjusting section, welding, grinding, weld repair, duct gaskets, positioning of the duct assembly and adjustment of level and verticality, site protection of the duct and duct reinforcement.

1.1 d) Work content for the installation of flexible joints without sleeve and of flexible joints with sleeve: preparation, site flange drilling, assembly, positioning, alignment and levelling, making and installation of gaskets, bolt tightening.

1.1 e) Making of static pressure boxes: preparation, marking out, cutting, folding, seaming, flanges, hanging and supporting brackets, drilling, riveting, fitting of the flanges, assembly, application of sealant to the outer surface of the seams, cleaning of the inner surface of the static pressure box, sealing of the openings.

1.1 f) Installation of static pressure boxes: measuring and setting out, levelling, alignment, positioning of the static pressure box, making and installation of gaskets, bolt tightening.

1.1 g) Installation of carbon steel duct penetration pieces for valves: preparation, measuring and setting out, site transport, hoisting, bevel preparation including the treatment of the embedded sleeve, pre-weld assembly, welding, weld marking, marking, cleaning, protection, plug installation.

1.1 h) Making of supports: preparation, marking out, scribing, cutting, assembly, tack welding, straightening, welding, grinding, marking, storage.

1.1 i) Installation of supports: positioning, hole marking, drilling, positioning, assembly, bolting, correction, tightening.

1.2 In the duct making and installation items the labour for making and installing the guide vanes has been taken into account; the making form and the number of the guide vanes are considered according to the standard. Where the number of guide vanes is increased, the labour, the materials and the machinery shall be adjusted by a coefficient of 15%.

1.3 The ducts and components are considered on the basis of the electric welding process; where the manual argon arc welding process has to be used, the norm may be adjusted: the labour is multiplied by a coefficient of 1.238, the materials by a coefficient of 1.163 and the machinery by a coefficient of 1.6763.

1.4 The items for the prefabrication and installation of main ducts include the making and the installation of the duct. Where only the installation is calculated, the base price of the norm shall be multiplied by a coefficient of 0.6 and the cost of the main material shall not be counted.

1.5 The making and installation of supports is considered comprehensively and includes the making and installation of supports and hangers of every form; where the material is different, adjustment may be made according to the actual case.

1.6 For ducts with a wall thickness of 2 mm or more and a diameter of 200 or less, where the design provides for this specification, the prefabricated part is considered as a purchased finished product.

1.7 This chapter does not include the following contents for carbon steel ventilation ducts: a) the leakage test; b) reinforcement detection and hole drilling; c) sandblasting and anti-corrosion work on flanges, ducts and supports; d) non-destructive examination.

2.1 The making and installation of carbon steel ducts is calculated by the developed surface area according to the different specifications of the construction drawing; the calculation method is the same as the method for calculating the area of stainless steel ducts.

2.2 The length of carbon steel ducts is calculated in the same way as the length of stainless steel ducts.

2.3 Where the whole ventilation system is designed with a tapering duct for uniform air supply, circular ducts are calculated by the average diameter and rectangular ducts by the average perimeter.

2.4 The installation of carbon steel valve penetration pieces is measured in tonnes according to the dimensions shown in the drawing.

2.5 The making and installation of galvanized ducts and of carbon steel ducts already includes the flanges and the stiffening frames, but the norm does not include the supports and hangers; their quantities are measured in kilograms respectively.

2.6 Non-standard components are calculated by the weight of the finished product shown in the drawing. The installation of components is measured in pieces according to the specification and dimensions shown in the drawing, that is perimeter or diameter, and the corresponding norms are applied.

2.7 The weight of the welded or bolted connections made during installation has already been taken into account in the norm for the making and installation of supports and shall not be calculated separately.

6 Chapter Explanations - Fire-Resistant Material Ventilation Ducts

1.1 Work content. a) Making of ducts: preparation, marking out, scribing, cutting, trimming and grinding, making of the male and female ends, trimming, marking, assembly, application of adhesive, assembly, pointing of the joints, marking, duct storage.

1.1 b) Duct installation: preparation, measuring and setting out, cladding of the supports with fireproof board, that is measuring, cutting, application of adhesive, assembly and trimming, cleaning of the inner wall of the duct, positioning of the duct assembly, duct protection and duct reinforcement.

1.1 c) The making of fireproof ducts includes the integral making of duct and flange and the making of the fireproof board first, from which the required fireproof duct is then made.

1.2 This chapter does not include the making and installation of supports.

2.1 The making and installation of fireproof ducts is calculated by the developed surface area according to the different specifications of the construction drawing; the calculation method is the same as the method for calculating the area of stainless steel ducts.

2.2 The length of fireproof ducts is calculated in the same way as the length of stainless steel ducts.

2.3 Where the whole ventilation system is designed with a tapering duct for uniform air supply, circular ducts are calculated by the average diameter and rectangular ducts by the average perimeter.

2.4 The diameters listed in the norm for the making and installation of fireproof ducts are outside diameters and the perimeters are outside perimeters.

2.5 The making and installation of fireproof ducts already includes the flanges and the stiffening frames, but the supports and hangers are not included in the norm; their quantities are measured in kilograms respectively.

7 Chapter Explanations - Glass Fibre Reinforced Plastic Ventilation Ducts

1.1 Work content. a) Ducts: measuring and setting out, matching of the reserved holes, matching repair of the duct, bonding, assembly and positioning, levelling, alignment, making and installation of gaskets, bolt tightening.

1.1 b) Components: assembly, fitting together, positioning, alignment, making and installation of gaskets, bolt tightening.

1.1 c) Stack installation: making of the outer protection layer, assembly, fitting together, positioning, alignment, making and installation of gaskets, bolt tightening.

2.1 The making and installation of glass fibre reinforced plastic ducts is calculated by the developed surface area according to the different specifications of the construction drawing; the calculation method is the same as the method for calculating the area of stainless steel ducts.

2.2 The length of glass fibre reinforced plastic ducts is calculated in the same way as the length of stainless steel ducts.

2.3 Where the whole ventilation system is designed with a tapering duct for uniform air supply, circular ducts are calculated by the average diameter and rectangular ducts by the average perimeter.

2.4 The installation of glass fibre reinforced plastic ventilation ducts already includes the flanges, the stiffening frames and the supports and hangers.

8 Chapter Explanations - Aluminium Plate Ventilation Ducts

1.1 Work content. a) Making of ducts: marking out, cutting, rolling, folding, making of fittings, assembly and welding, cleaning of the weld.

1.1 b) Duct installation: finding the elevation, clearing of the wall opening, positioning of the duct, assembly and welding, cleaning of the weld, fixing.

1.1 c) Making of components: cutting, levelling of the material, opening of holes, drilling, assembly, weld riveting, tapping, cleaning of the weld, assembly and fixing, trial movement, short pipes, parts, leak test.

1.1 d) Installation of components: making and installation of gaskets, levelling, alignment, assembly, fixing, trial movement.

1.2 The duct making and installation items include the fittings but do not include the flanges and the hanging and supporting brackets; the flanges and the hanging and supporting brackets shall be listed separately, calculated separately and charged under the corresponding items.

1.3 Where the design requires a different thickness of the plate in the duct items, conversion may be made; the labour and the machinery remain unchanged.

1.4 This chapter does not include the following contents: a) leakage; b) sandblasting and anti-corrosion of the supports.

2.1 The making and installation of aluminium plate ducts is calculated by the developed surface area according to the different specifications of the construction drawing; the calculation method is the same as the method for calculating the area of stainless steel ducts.

2.2 The length of aluminium plate ducts is calculated in the same way as the length of stainless steel ducts.
