NB/T 11643-2024 is the Chinese standard for the rapid batch weigh loading systems that fill railway wagons and road trucks with coal. It exists because loading is where a mine either makes or loses money on every train. A unit train has to be filled while it rolls slowly and continuously beneath the silo - stopping it costs the slot on the network - so the coal cannot be weighed in the wagon; it has to be weighed above the track, in a bin, and dropped in one shot into a wagon that is already moving. Everything then turns on getting the mass right first time. Underload and the operator gives away paid capacity on every wagon; overload and the wagon is over its rated capacity, which the railway will reject at the weighbridge, and the train goes nowhere. This document fixes what such a system is and how it is proved. It defines the parts by name - weigh bin, surge bin, charge gate, discharge gate, loading chute that adjusts its own height to the passing vehicle, and the weighing system of load cells, indicator and calibration weights - and then tabulates the specification parameters: accuracy classes 0.2, 0.5 and 1.0 as a discontinuous totalising automatic weighing instrument; surge bin capacities of 250 to 400 t and weigh bin capacities of 60 to 100 t for rail, 150 to 300 t and 40 to 80 t for road; and maximum weighing masses of at least 60 t for rail and 40 t for road. The technical requirements cover the service environment from minus 40 to plus 40 degrees Celsius with special design beyond that or above 2 000 m, the weighing system including 8 mm wear-resistant lining in the weigh bin and class M1 calibration weights of a minimum mass tabulated against the system capacity, the main structure, the surge bin and gates and chute, the hydraulic and power distribution systems, electrical safety, loading capacity, video surveillance, intelligent operation, ventilation and dust removal, and heating and drainage. Eight inspection methods and the inspection rules and acceptance requirements follow. It was issued on 24 September 2024 by the National Energy Administration and takes effect on 24 March 2025.
