1.0.1 This guideline is formulated in order to standardize the regulation and guarantee design work of hydropower stations.

1.0.2 This guideline is applicable to the regulation guarantee design of newly constructed, rebuilt and expanded hydropower stations.

1.0.3 The regulation guarantee design of the hydropower station shall not only comply with this guideline, but shall also comply with the current relevant national standards.

2.0.1 Hydraulic transient guarantee design

Combining with the basic requirements for safe operation of hydropower stations, aiming at the technical and economic rationality of the project, through the analysis of the hydraulic transition process Research and determine the control parameters of the hydraulic transition process of the water transmission and power generation system and the corresponding unit operating conditions.

2.0.2 Water conveyance and generating system

It is a system composed of water conveyance structures that complete the water transportation and equipment that realizes the mutual conversion of water energy and electric energy.

2.0.3 Hydraulic transient process

The time-varying process of a water transmission power generation system from a stable operating state to another stable operating state.

2.0.4 Calculation control values for hydraulic transient

process According to the unit type, characteristic parameters and role in the power grid, combined with engineering layout characteristics and similar engineering practices, Calculate the limit value of the hydraulic transition process determined before calculation.

2.0.5 Calculation values for hydraulic transient process

The parameter values of the hydraulic transition process of the water transmission and power generation system obtained by calculation.

2.0.6 Hydraulic transient guarantee design value

Adjusting guarantee design value hydraulic transient guarantee design value.

According to the calculated value of the hydraulic transition process of the selected control condition, the design parameters determined after correction are carried out, and the design parameters are determined in actual operation.

The restrictive parameters that should be met in the hydraulic transition process.

2.0.7 Calculation conditions for hydraulic transient process

Calculation conditions for hydraulic transient process calculation conditions for hydraulic transient process.

It is composed of the initial boundary conditions, disturbances, and unit operation modes before the hydraulic transition process of the water transmission and power generation system.

The layout of the water transmission and power generation system of the hydropower station, the upstream and downstream characteristic water level, the unit type and parameters, the main wiring type, and the access to the power system The method is drafted.

2.0.8 Design condition

Hydraulic transition process meter including normal operation operation, 1 contingency event and a combination of normal operation operation and 1 contingency event Calculate working conditions.

2.0.9 Check condition

The calculation conditions of the hydraulic transition process including 2 independent incidents.

2.0.10 Small oscillation

The hydraulic transition process of the water transmission and power generation system caused by the sudden increase or decrease of the unit not more than 10% of the rated load.

2.0.11 Large oscillation

The hydraulic power of the water transmission and power generation system caused by the sudden increase or decrease of more than 10% of the rated load or the sudden rejection of the entire load and its combination The transition process.

2.0.12 Hydraulic disturbance

The hydraulic transition of the water transmission and power generation system caused by the increase or decrease of the load of some units in the same hydraulic unit or the sudden rejection of the full load Cheng.

2.0.13 Main wave

In the case of load disturbances in hydropower stations with surge chambers, high-frequency oscillations caused by water hammer pressure fluctuations in pressure pipelines, The cycle is short and the decay is fast.

2.0.14 Tail wave

When the load disturbance occurs in the hydropower station with the surge tank, the low-frequency oscillation caused by the fluctuation of the water level in the surge tank has a long period and Decay slowly.

4 Determining the calculated control value of the hydraulic transition process...5

3.0.1 The regulation guarantee design of the water transmission and power generation system of a hydropower station shall follow the principles of ensuring safety, economy and rationality.

3.0.2 Regarding the design conditions of the regulation guarantee, the extreme values of the parameters appearing during the hydraulic transition of the water transmission and power generation system should not exceed the regulation guarantee.

It is necessary to ensure that the unit and water conveyance structure do not damage the structure of the unit and the water conveyance structure for the adjustment and assurance check working conditions.

3.0.3 In the pre-feasibility study stage, according to the preliminary drafted unit parameters and water delivery structure parameters, etc.

The situation put forward the preliminary results of hydropower station regulation guarantee design.

3.0.4 In the feasibility study stage, the calculation results of the hydraulic transition process of the water transmission and power generation system shall be combined to establish unit parameters and water transmission construction.

Technical and economic comparison and optimization of the building type, size, etc.; should be based on the selected unit parameters, water delivery building parameters, and main Wiring type and access system method, etc., propose adjustment guarantee design values and corresponding operating rules for hydropower stations, and evaluate their water Safety and operational stability under the conditions of the power transition process; for large hydropower stations and pumped storage power stations with complex water delivery systems, At least two different hydraulic transition process calculation software should be used for calculation comparison and analysis, and special research should be carried out.
