NB/T 10283-2019 is the English-translated version of 高压交流负荷开关-熔断器组合电器试验导则.
NB/T 10283-2019 is the Chinese energy industry test guide for high-voltage AC switch-fuse combinations, prepared as a modified adoption of the STL guide to IEC 62271-105:2012.
It gives laboratories a uniform reading of GB/T 16926-2009 when type testing these combinations: checking that the load switch and fuse already hold type test reports under GB/T 3804-2017 and GB/T 15166.2-2008, the drawings and data the manufacturer must supply, and the four kinds of type test report that can be issued.
It then covers insulation tests with the fuse fitted, making and breaking tests including the rated transfer current case, and a normative annex listing the records, ratings and oscillograms each breaking test report must contain.
It is a first edition. Issued on 4 November 2019, it has applied since 1 May 2020.

2.1 Overview
2.1.1 Confirm the information of the sample
GB/T 16926-2009 stipulates in the type test in Chapter 6 that the load switches and fuses used in the combined electrical appliances should be based on GB/T 3804-2017 and GB/T 15166.2-2008 completed the type test. Before testing the combined electrical appliances according to GB/T 16926-2009, The laboratory shall check that the load switch and fuse provided have completed the type test in accordance with the requirements of the national standard. In this regard, the laboratory should check the load switch and melting The test report of the relevant test of the breaker, at the same time, check the compliance of the relevant rated value of the combined electrical appliance and confirm the test product.
The manufacturer has the responsibility to declare to the laboratory whether the load switch constituting the combined electrical appliance has been modified. In particular, the laboratory should check the negative Whether load switches and fuses cause the original test to be invalid due to the following conditions.
--After the fuse is installed, the change of the shell or conductive circuit structure;
--To ensure that the load switch is automatically opened when the fuse is activated, the tripping mechanism is changed.
The manufacturer guarantees that the combined electrical appliance to be tested conforms to the drawings of the model in all details. Each drawing submitted to the laboratory and The data should contain a statement. the drawings and data sent really represent the combined electrical appliance tested.
The laboratory is responsible for verifying that the submitted drawings and data sheets (see Table 1, Table 2 and Table 3) can fully represent the tested product, but the drawings are not correct Responsible for the accuracy of the details. After the final confirmation in the laboratory, each pattern and data sheet representing the combined electrical appliance under test is appropriately marked, And as a test basis.
The detailed drawings and other data should be reduced in number and combined in the type test report, or combined according to the original number in a single As the second part of the report.
After being approved by the laboratory, each drawing and document should be reasonably numbered as a representative of the combined electrical appliance under test and used as the test basis. These ones Sufficient drawings and data should be screened down and placed in the test report, or placed in a separate file as the original document, as the report the second part.
2.1.2 Information provided by the manufacturer
It is necessary to confirm the combined electric appliance under test, and the load switch and fuse of the combined electric appliance under test shall be in accordance with GB/T 3804-2017 and GB/T 15166.2-2008 test equipment for comparison. Therefore, the following information should be provided to the laboratory and included in the test report in.
In order to carry out the combined electrical test, the manufacturer should combine the time-current characteristics of the fuse with the shortest opening time of the load switch.

The report should contain the necessary tests to prove compliance with the requirements of 6.4 and 6.5 of GB/T 16926-2009.
d) Closing and breaking performance type test report For the two types of reports a) and d), the fuse used for combined electrical appliances must complete the current limiting fusing of sub-clause 4.15 of GB/T 15166.2-2008 Special test of the device. If not, the fuse shall be subjected to additional tests in accordance with sub-clause 7.6 of GB/T 15166.2-2008.
2.3 Insulation performance test
The insulation test should be carried out under the most severe conditions when the fuse is installed.
According to GB/T 15166.2-2008 Appendix D, the fuse has a standard size, but the length and shape of the fuse contact are in detail It may still be different and lead to different electric field distributions.
With this in mind, the most demanding conditions should be specified by comparing the tables in the test documents and the relevant drawings of the fuses used. If in doubt, a separate insulation test is necessary.

According to GB/T 16926-2009, the closing and breaking test is also applied to the combination electrical appliances that have not been tested or have been partially tested.
(For conditions to be met, see 6.101.1 of GB/T 16926-2009) Applicable. The extension of the validity of the type test cannot pass the laboratory test. It cannot be recorded in the test file.
For other combined electrical appliances, the compliance of the closing and breaking tests is the responsibility of the manufacturer or user (see GB/T 16926-2009 8.102.5).
2.4.2 Breaking test under the condition of rated transfer current (only tripping operation combined electric appliance)
The UC value mentioned in Table 2 of GB/T 16926-2009 will not appear in the working and breaking test. However, the load circuit should be based on these values Make adjustments and verify in accordance with the injection method described in Appendix F of GB/T 1984-2014.
In addition to 6.101.1.4 in accordance with GB/T 16926-2009, the current indicating device can also be grounded by connecting a sensor to Measure this current.
In the test, if the Joule integral of the leakage current is less than 5A2s from the arc starting to 100 ms, it can be considered that there is no obvious leakage Current.
