Foreword
This part is the second part of the microgrid series standards.
This section was drafted in accordance with the rules given in GB/T 1.1-2009.
This part uses the redrafting law to modify and adopt IEC TS62898-2:2018 "Microgrid Part 2: Microgrid Operation Guidelines".
Compared with IEC TS62898-2:2018, due to the addition of Table 1, the original number of Table 1 is changed to Table 2; Section 5.3 is divided into 5.3.1 And 5.3.2 two subsections; the informative appendix is deleted.
The technical differences between this part and IEC TS62898-2:2018 and the reasons are as follows.
--- Regarding normative reference documents, this standard has made adjustments with technical differences to adapt to my country's technical conditions and adjustments.
The situation is collectively reflected in Chapter 2 "Normative Reference Documents", and the specific adjustments are as follows.
- Replace IEC 61850-3 with DL/T 860.3 which is equivalent to the international standard (see Chapter 6);
- Replace IEC 61850-4 with DL/T 860.4 which is equivalent to the international standard (see Chapter 6);
- Replace IEC 61850-5 with DL/T 860.5 which is equivalent to the international standard (see Chapter 6);
- Added reference to NB/T 32005, NB/T 31051, and deleted the original reference to IEC TS62898-1 (see 7.2);
- Added references to GB/T 12325, GB/T 12326, GB/T 14549, GB/T 15543, GB/T 15945,
GB/T 18481, GB/T 24337, delete the original reference IEC TS62749 (see 9.1);
- Added the reference to IEC 61000 (all parts), instead of the original reference to IEC 61000-1-7:2016, IEC 61000-4-7. 2002, IEC 61000-4-30:2008 (see 9.3).
---The electric energy storage system is not a behavior, and there are various forms of electric energy storage, not limited to electrolysis of hydrogen, delete "for example. a A device that can consume AC power, store hydrogen, and use hydrogen to generate AC power by electrolyzing hydrogen" and "Note. EES It can also indicate the behavior of the device when it performs the defined function" (see 3.8).
--- To adapt to the standard content of 9.1, increase the definition of the coupling point in the plant (see 3.28).
--- In order to meet the technical requirements of our country, according to GB/T 32507-2016, the definition of sensitive load has been added (see 4.2).
---In order to ensure the power supply under abnormal conditions, the power storage system should be based on actual conditions, such as predetermined capacity, charging strategy, etc.
To determine whether to charge and discharge, delete "the power storage system can stop charging and discharging at this time, especially when the load is stable" (see 7.2).
---When taking load-shedding measures, load reduction should be carried out according to the actual load-shedding strategy, and there is no need to repeat "even if some important and sensitive Inductive load cannot be supplied either", delete it (see 7.2).
--- In order to adapt to my country's basic requirements on relay protection, delete "and reset the protection settings accordingly" (see 8.1).
---In order to meet my country's requirements for harmonic monitoring, to monitor the 50th and lower harmonics and interharmonics, the 9.1b) "40th and lower "Harmonics" is changed to "50th and lower harmonics"; c) "Interharmonics lower than 40th" is changed to "50th interharmonics";
d) "Voltage distortion higher than 2kHz" is changed to "voltage distortion higher than 2.5kHz" (see 9.1).
---Electromagnetic compatibility means that the equipment works normally in an electromagnetic environment and does not cause electromagnetic interference to the environment. Therefore, delete "when designing a microgrid The electromagnetic radiation and its resistance to various electromagnetic interference phenomena should be considered" (see 9.3).
---In order to meet the technical requirements of our country, the table E.1 in the original information appendix is put into the main text as Table 1, and the part is added to Table 1. DER grid-connected standards require power factor. This section has made the following editorial changes.
---In order to make the structure clearer, it is necessary to clarify the difference between the two types of controls, so 5.3 is split into 5.3.1 independent microgrid and grid-connected The difference between the control in the islanding mode of the microgrid and the control of 5.3.2 independent microgrid (see 5.3);
---Delete informative Appendix A~Appendix E;
---Add reference documents GB/T 33589-2017, GB/T 34930-2017, GB/T 2900-2008.
1 Scope
This section specifies guidelines for the operation and control of microgrids. The microgrid in question is a medium and low voltage power grid that includes distributed energy (DER) and loads. Current power system does not include DC microgrid. Microgrids are divided into independent microgrids and grid-connected microgrids.
There is no electrical connection between the independent microgrid and the public power system, and it only operates in island mode.
The grid-connected microgrid can be connected to the public power system as a controllable unit and can work in the following two modes.
---Grid-connected mode;
---Island mode.
The guidelines proposed in this section aim to improve the safety, reliability and stability of microgrids.
This part applies to the operation and control of grid-connected and independent AC microgrids, including.
---Operation mode and mode conversion;
---Control and energy management system of microgrid;
---Communication and monitoring process;
---Electric energy storage;
---Protection principles, including. protection of independent microgrids and grid-connected microgrids, anti-islanding protection, synchronization and reclosing, power quality;
---Debug, maintain and test.
Note 1. This section does not involve personnel safety, the relevant requirements of personnel safety refer to the relevant standards of IEC TC64 and TC99.
Note 2. Local laws and regulations have the power to veto the technical requirements of this section.
Note 3. The protection part involves the main protection types of the microgrid, fault analysis of converters and rotating machines, selection of protection types, conventional technical requirements, and setting values The setting principles and other contents will be specified in detail in IEC TS62898-3-1.
