This document gives guidance on building a course on the standardization and application of numbering and coding technology: identification schemes, barcodes, product codes and the rules by which an object is given a designation that stays unique across the systems that handle it. Coding looks like plumbing until it fails. A product identifier that is not unique, not stable or not resolvable is the reason a shipment cannot be traced, a recall cannot be scoped and two databases cannot be joined. Teaching it as a discipline in its own right is what stops each new system inventing its own scheme. Issued on 28 February 2025 by SAMR and SAC as a guiding technical document, in force from the same day, under the technical jurisdiction of the Standardization Administration of China. Aimed at higher education, usable as a reference in vocational and continuing education.
