Scope

GB/Z 36271.3-2026 is the English-translated version of 交流1kV及直流1.5kV以上电力设施 第3部分:高压设施的设计和安装原则 高压设施的安全.

GB/Z 36271.3-2026 is a guiding technical document, not a mandatory standard, and forms Part 3 of the GB/T (Z) 36271 series on power installations above 1 kV AC and 1.5 kV DC.

It is a modified adoption of IEC TS 61936-0:2023, converted from an IEC technical specification into a Chinese guiding document, with descriptions of livestock removed and requirements for harmonics and noise added.

The safety principles cover general requirements, protection against electric shock in normal and single-fault conditions, thermal hazards, mechanical stress including fault arc and explosive loads, overvoltage, undervoltage, over- and under-frequency, harmonics, induced electromotive force in telecommunication and other infrastructure, electromagnetic fields and noise.

Clause 1 applies it to the design, installation, operation and maintenance of such installations, and safety here covers people and property. It was issued on 31 March 2026.

Foreword

This document is a standard or guiding technical document.

This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part 1: Structure and Drafting Rules of Standardization Documents". Drafting.

This document is Part 3 of GB/T (/Z)36271 "AC 1kV and DC 1.5kV and above power installations". GB/T 36271 The following sections have been released.

---Part 1: Communication;

---Part 2: DC;

---Part 3: Design and Installation Principles of High-Voltage Facilities Safety of high-voltage facilities.

This document is modified to adopt IEC TS61936-0:2023 "Electrical installations of AC 1kV and DC 1.5kV and above - Part 0: High voltage".

The document type "Design and Installation Principles of High Voltage Facilities. Safety of High Voltage Facilities" has been changed from an IEC technical specification to a national standardization guideline in my country. Guiding technical documents.

Compared with IEC TS61936-0:2023, this document has undergone the following structural adjustments.

Introduction

GB/T (Z)36271 "AC 1kV and DC 1.5kV and above power facilities" aims to establish standards to ensure the safety and reliability of high-voltage power facilities.

The minimum requirements for operation and some additional information are proposed to consist of three parts.

---Part 1: Alternating Current. The purpose is to establish general requirements for the design and installation of AC power facilities above 1kV (excluding 1kV).

---Part 2: DC. The purpose is to establish general standards for the design and installation of DC power facilities above 1.5kV (excluding 1.5kV). Require.

---Part 3: Design and Installation Principles of High-Voltage Facilities The safety of high-voltage facilities is paramount. The aim is to establish design and installation principles for 1kV AC and DC high-voltage facilities.

Standardized document preparation principles and requirements for the safety of power facilities above 1.5kV.

With the continuous development of power systems and renewable energy equipment, there is an increasing need for high voltage systems above 1kV AC and 1.5kV DC.

Regulations are made for power equipment, facilities, systems and their engineering, and the safety principles to be followed in the design and installation of high-voltage facilities are clearly defined.

This document aims to provide a unified and coordinated framework for the design, equipment selection, operation, and maintenance of high-voltage power facilities, ensuring that different technical committees... The standards set by the committee maintain consistency in security requirements. Its core function is to resolve potential conflicts between cross-domain standards, thereby improving high-level security.

Systemic safety throughout the entire lifecycle of pressure facilities.

The term "safety" as defined in this document encompasses the protection of people (including operators and the public) and property.

1 Scope

This document specifies the general safety requirements for AC 1kV and DC 1.5kV and above high-voltage power facilities, including protection against electric shock and thermal hazards.

Safety requirements for protection against mechanical hazards, voltage and frequency deviation hazards, induced electromotive force, electromagnetic fields, and noise in telecommunications and other infrastructure.

This document applies to the design, installation, operation, and maintenance of high-voltage power facilities of AC 1kV and DC 1.5kV and above.
