Scope

GB/Z 30556.8-2025 is the English-translated version of 电磁兼容 安装和减缓导则 第8部分:分布式基础设施的HEMP防护方法.

GB/Z 30556.8-2025, an identical adoption of IEC/TS 61000-5-8:2009, is a guiding technical document rather than a mandatory standard on protecting distributed infrastructure (power, communication, transport and pipeline networks) from high-altitude electromagnetic pulse.

It describes distributed infrastructure and the spatial spread of the early (E1), intermediate (E2) and late (E3) HEMP environments, then HEMP coupling into long conductors.

Induced peak currents in cables and power lines are compared with electrical fast transient burst and surge signals and with geomagnetic storm induced currents.

Protection strategies cover power systems, with contingency plans, operating procedures, HEMP immunity for new equipment, optional hardening and high-voltage substations, plus communication centres and other infrastructure.

Clause 1 notes that a burst at 100 km altitude can reach a ground radius of 1100 km, so interconnected networks are disturbed at once. It was issued on 3 December 2025.

Introduction

Electromagnetic compatibility (EMC) refers to the ability of electrical and electronic equipment or systems to function properly in their electromagnetic environment without posing a threat to anything in that environment.

The ability to withstand electromagnetic interference. Electromagnetic compatibility (EMC) issues are a significant factor affecting the environment and product quality, and standardization efforts have been undertaken.

This has attracted widespread attention both domestically and internationally. In this regard, the IEC 61000 series of standards developed by the International Electrotechnical Commission (IEC) are crucial for the manufacturing and information industries.

General standards in fields such as industry, electrical engineering and energy, transportation, social services and health, and consumer product quality and safety are divided into comprehensive standards.

The standards are categorized into six main types. description, environment, limits, testing and measurement techniques, installation and mitigation guidelines, and general standards. my country has already begun developing standards for this series.

Domestic transformation work has been carried out, and a corresponding national standard system has been established.

Within this standard system, GB/T (Z)30556 "Electromagnetic Compatibility Installation and Mitigation Guidelines" pertains to installation and mitigation procedures in the field of electromagnetic compatibility.

The basic standards for measures aim to describe electromagnetic environment protection methods, devices, and mitigation methods, and are planned to consist of 10 parts.

---Part 1: General Requirements. The purpose is to provide general requirements and guidelines for mitigation methods to ensure effectiveness in residential, commercial, and industrial settings.

Electromagnetic compatibility of electrical and electronic equipment or systems used in the environment.

---Part 2: Grounding and Wiring. The purpose is to provide guidelines for grounding and wiring in electrical and electronic equipment and installations to ensure electrical safety.

Electromagnetic compatibility of gases and electronic equipment or systems.

---Part 3: Protection Concepts Against High-Altitude Nuclear Electromagnetic Pulse (HEMP). The purpose is to provide information on HEMP protection for civilian facilities.

The analysis includes aspects such as protective design, assessment of existing protection against the strength of the HEMP, and differences between HEMP protection and lightning protection requirements.

Basic information about the surface.

---Part 4: HEMP Immunity Technical Specifications for HEMP Disturbance Protection Devices. The purpose is to protect civilian systems by specifying regulations.

To unify the protective devices used to protect against HEMP, and to standardize the technical specifications that have been or will be released by all parties.

---Part 5: HEMP Conducted Interference Protection Device Specification. The purpose is to describe HEMP conducted interference protection devices.

The corresponding parameter specifications are guaranteed by the manufacturers of protection devices, electronic equipment manufacturers, official agencies, and other end users.

Consistency between existing or drafted standards issued by the user.

---Part 6: Mitigation of External Electromagnetic Influences. The aim is to describe mitigation measures for external electromagnetic influences such as lightning, radio frequency transmitters, etc.

Guidelines for electromagnetic influences such as power transmission lines and telecommunications transients to ensure electromagnetic compatibility between electrical and electronic instruments or systems.

---Part 7: Electromagnetic Interference Protection Rating (EM Code) of Enclosure. The purpose is to provide a repeatable test method for evaluating the mechanical... The shielding performance of empty structural enclosures such as boxes and racks is specified and coded, allowing manufacturers to determine the electromagnetic field attenuation capability based on known specifications. Choose the casing.

---Part 8: HEMP Protection Methods for Distributed Infrastructure. The purpose is to provide methods for protecting distributed infrastructure (electricity, power, etc.).

Provides guidance on protecting communications, transportation, pipeline networks, etc. from HEMP threats.

---Part 9: System-level sensitivity assessment of HEMP and HPEM. The aim is to provide a system-level sensitivity assessment of HEMP and HPEM.

This paper proposes effective methods for assessing the system-level sensitivity of electronic systems to environmental conditions, and discusses the advantages, disadvantages, and application examples of these methods.

---Part 10: Protection Guidelines for HEMP and IEMI Facilities. The purpose is to provide guidance on protecting commercial facilities from HEMP and IEMI. Provide guidance.

This document describes the distributed infrastructure and spatial distribution characteristics of the HEMP environment, and provides information on HEMP for long conductors (e.g., electric conductors).

The peak values of induced currents in cables, power lines, etc., were compared with HEMP interference, electrical fast transient bursts and surge signals, and geomagnetic storm induced currents.

Its features focus on protection strategies for HEMPs in infrastructure such as power systems and communication centers, providing better protection for distributed infrastructure.

Provides guidance on protecting facilities (power, communications, transportation, pipeline networks, etc.) from HEMP threats.

1 Scope

The purpose of this document is to provide guidance on how to protect distributed infrastructure (power, communication, transportation, pipeline networks, etc.) from high-altitude electromagnetic pulses.

(HEMP) threats need to be addressed. To achieve this, it is necessary to provide guidance on the threats posed by interconnected and distributed power and electronic systems.

The specific characteristics of the HEMP threat are described. In particular, the electromagnetic pulse generated by a nuclear explosion at a height of 100 km can cover a ground area... The domain radius can reach 1100km. This means that any distributed or interconnected infrastructure, such as power systems or communication systems, can potentially reach a very large area.

Disturbances were observed simultaneously over a wide area. This situation typically arises from the electromagnetic compatibility (EMC) and electromagnetic protection issues of individual devices in distributed networks.

None of these were considered, because localized disturbances are generally evaluated within a localized area.

This document provides information on disturbance levels and protection methods for all types of distributed infrastructure. Due to distributed power systems... The importance of substations, power plants, and control centers to other infrastructure necessitates a detailed explanation of power system protection. (Communications Department)

This system is also crucial for most other infrastructure, and the protection of communication networks against HEMP and other electromagnetic threats is addressed in the ITU-T.

Detailed explanations are available.
