GB/Z 148-2025 is a Chinese national guiding technical document, not a mandatory standard, that sets out how bodies audit and certify educational organization management systems (EOMS). It covers principles, general and structural requirements, resources, information, process requirements and the certification body's own management system, with normative annexes on how audit time is determined and on the knowledge and skills an EOMS auditor needs, plus a definition of a virtual site. The rules address systems built to ISO 21001 or comparable requirements and treat this certification as third-party conformity assessment of a management system rather than of a product. It can also serve accreditation or peer review of the certification bodies themselves. The document is an identical adoption of ISO/TS 21030:2023. It was issued on 3 December 2025.

This document complies with the provisions of GB/T 1.1-2020 "Standardization Work Guidelines Part 1: Structure and Drafting Rules of Standardization Documents". Drafting.
This document is equivalent to ISO /T S21030.2023 "Requirements for Audit and Certification Bodies of Management Systems of Educational Organizations".
The model has been changed from an ISO technical specification to a national standardization guiding technical document of my country.

Introduction
One means of determining whether to establish an EOMS that aligns with its management policy.
The requirements for EOMS are diverse and extensive. This document primarily provides guidance for EOMS certification according to ISO 21001.
It can also be used for other EOMS certifications.
This document provides general guidelines for organizations engaged in EOMS auditing and certification (i.e., certification bodies), and welcomes participation in EOMS certification activities.
This document is also applicable to other organizations using this document. Furthermore, this document also applies to other certifications accepted by educational organizations, such as ISO /IEC 17021 certification.
Certificates, ISO /IEC 17024 certification, ISO /IEC 17065 certification, or a combination of the above certifications.
The certification process includes an audit of the educational organization's EOMS (Educational Organization Management System). The certification certificate or supporting documentation demonstrates that the educational organization's EOMS complies with specific requirements.
Certificates required by EOMS standards (such as ISO 21001) or other regulations.
Accredited educational organizations must have an EOMS (compliant with ISO 21001 or other management systems) and determine their own certification requirements.
Composition and arrangement of EOMS - except where otherwise specified in relevant laws and regulations.
The degree of integration between management systems varies greatly among different educational organizations. Therefore, when using this document, it is necessary to consider the client's perspective.
The organizational culture and actual needs of users are considered to ensure the applicability of the established EOMS.
1 Scope
This document provides the rules for auditing and certifying an Educational Organization Management System (EOMS). EOMS must comply with ISO 21001 or meet its requirements.

EOMS certification falls under the category of third-party conformity assessment activities (see section 4.5 of GB/T 27000-2023). The organizations that conduct this certification activity are... Third-party conformity assessment body.
Note 1.This document can be used for accreditation or peer review of certification bodies that wish to obtain EOMS audit certification qualifications, and can be approved by regulatory agencies and industry organizations.
The association uses these rules for the accreditation of the aforementioned certification bodies. Additionally, some requirements in this document can also be applied to the conformity assessment of such certification bodies.
Other relevant parties, and conformity assessment by bodies that certify whether EOMS conforms to standards other than ISO 21001.
Note 2.According to ISO 21001, EOMS certification is a management system certification, not a product certification.
