Emergency response plans are a comprehensive application and important vehicle for emergency management systems, mechanisms, and laws, playing a role in guiding emergency preparedness during peacetime and providing guidance during disasters. The fundamental role of emergency rescue. 4 Emergency Response Plan Development Process
4.1 Overview The emergency response plan development process includes four stages. preparation, plan writing, approval, release and filing, and evaluation and improvement.
4.2.1 Establishment of the working group
4.2.1.1 Establish an emergency response plan preparation working group headed by the person in charge of the township (street).
4.2.1.2 The working group should be composed of personnel from township (street) level agencies, relevant units, and agencies dispatched by higher-level departments, and it is advisable to invite relevant personnel to participate. Experts with experience in on-site emergency response and rescue, as well as contingency plan management, are requested to participate or provide guidance.
4.2.2 Data Collection Collect information on township (street) emergency cases, basic information, environmental data, responsibilities and tasks, higher-level emergency response plan requirements, and emergency response plan management requirements. Requests, including but not limited to the following.
a) Case studies of emergencies;
b) Information on infrastructure such as water, electricity, gas, and communications, as well as the population;
c) Geological, topographical, and environmental conditions, as well as meteorological, hydrological, and transportation data;
d) Emergency management responsibilities and tasks of townships (subdistricts);
e) Relevant requirements regarding emergency response in townships (subdistricts) as outlined in the overall emergency response plan and specific emergency response plans at the higher level;
