Emergency response plans are a comprehensive application and important vehicle for emergency management systems, mechanisms, and laws, playing a role in guiding emergency preparedness during peacetime and providing guidance during disasters. The fundamental role of emergency rescue. This document establishes the principles for developing emergency response plans for sudden incidents, and stipulates the classification, development process, and content of emergency response plans. This document applies to the preparation of emergency response plans for sudden incidents by governments, their departments, units, and grassroots organizations.
