Emergency response plans are a comprehensive application and important vehicle for emergency management systems, mechanisms, and laws, playing a role in guiding emergency preparedness during peacetime and providing guidance during disasters. 1 Scope

GB/T 46793.1-2025 is the Chinese national standard covering how an emergency plan is written - the risk assessment behind it, the command structure and who declares what, the resources and their mobilisation, the communication, and the exercises and revisions that keep the document alive.
