Currently, emergency response plans generally suffer from low quality, lack of specificity and practicality. Scenario construction is crucial for the development of an emergency response plan system. Management plays a supporting and guiding role. This paper is formulated to promote scientific and practical methods for developing emergency response plans and improve the quality of such plans. The document covers scenario construction for emergency response plans at all levels and of all types. This document, based on risk assessment and aiming to improve the quality of emergency response plans, uses the "scenario-task-capability" framework as its main thread and proposes general scenarios. Methods for constructing emergency response scenarios, including analysis, evaluation, and revision of emergency response plans. This document applies to scenario building activities conducted by governments and their departments during the development and revision of emergency response plans.
