Emergency drills are an important way to test emergency plans, train emergency response teams, refine emergency mechanisms, popularize emergency knowledge, and improve emergency preparedness. How to scientifically, systematically, and efficiently evaluate the quality and effectiveness of exercises is a key concern for all relevant parties. Currently, some regions and industries... The industry suffers from problems such as emergency drills being merely a formality, lacking specificity, having a low level of realism, being disconnected from emergency plans, and having an imperfect evaluation mechanism. This problem leads to insufficient results from emergency drills, making it difficult to translate them into actual emergency response effectiveness and hindering the achievement of the "training for combat" goal. This document focuses on the key aspects of emergency drills and assessments, providing general assessment principles, assessment preparation, assessment implementation, and summary and improvement. 1 Scope

GB/T 46792-2025 is the Chinese national standard covering judging an emergency drill - the objectives set before it, the observers and what they record, the timings measured against the plan, and the honest finding of what failed, which is the only part of an exercise that has any value. First edition, under the Ministry of Emergency Management, and it belongs with the plan preparation series GB/T 46793. It was issued on 2 December 2025 and has been in force since 1 July 2026, as a first edition. The document is under the responsibility of the Ministry of Emergency Management. This document provides guidance on the general principles of emergency response drills, including assessment preparation, assessment implementation, summary, and improvement. 3 Terms and Definitions

The following terms and definitions apply to this document.
