The following terms and definitions apply to this document.
3.1 emergency Natural disasters and accidents that occur suddenly and cause or may cause serious social harm, requiring emergency response measures. Difficulties, public health emergencies, and social security incidents.
3.2 Emergency exercise Response activities simulated in response to possible emergencies, based on emergency plans and other relevant documents.
