1 Scope

GB/T 46695-2025 is the Chinese national standard covering the device that lets a grid operator shed or shift a customer's load - the control interface and the response time, the local override the customer keeps, the metering and verification of what was actually delivered, and the security of a remote control channel. First edition, in force from 1 May 2026. Issued on 31 October 2025, it has been in force since 1 May 2026.

This document specifies the standard values, environmental conditions, structural and mechanical performance, electrical performance, and measurability of flexible load control terminals. Technical requirements such as energy efficiency, flexible control, communication and security, data acquisition and management, and electromagnetic compatibility are described, along with test methods. This document applies to the design, manufacture, inspection, installation and commissioning of power load flexible control terminals (hereinafter referred to as "terminals").
