1 Scope

GB/T 46498-2025 is the Chinese national standard covering judging an appliance take-back service - the collection appointment and the removal from the home, the pricing transparency, the data erasure where the appliance holds any, the handover to a licensed treatment plant, and the traceability the customer can check. First edition, in force from 1 May 2026. Issued on 5 October 2025, it has been in force since 1 May 2026.

This document establishes an evaluation index system for waste household appliance recycling services, and stipulates the basic requirements and value rules for evaluating recycling services. A reference format and content for a recycling service evaluation report are provided. This document applies to the evaluation of recycling operators engaged in waste household appliance recycling services.

3 Terms and Definitions

The terms and definitions defined in GB/T 32357-2015, as well as the following terms and definitions, apply to this document.

3.1 Household appliances that are no longer used by the owner and have been abandoned or discarded, as well as substandard or scrapped products generated during the production or distribution process. Household appliances that have entered the consumer market, are in use or idle, and retain some or all of their original use value.

3.2 Colector, a recycling operator Enterprises and individual businesses engaged in the recycling of used household appliances. [Source: GB/T 45070-2024, 3.3, with modifications]

4 Basic Requirements

4.1 Recycling operators should have a business license, and if they are involved in recycling-related businesses, they should complete the filing as required by the relevant departments.

4.2 The recycling operator has not had any major safety or environmental accidents in the past three years (including those established for less than three years).

4.3 The recycling operators have no record of illegal or irregular activities, abnormal operations, or administrative or criminal penalties in the past three years (including those established for less than three years).

4.4 The site selection for recycling operations should comply with the requirements of the national land space planning.

4.5 Recycling operators shall deliver waste household appliances to enterprises with waste electrical and electronic product processing qualifications for processing.

5.Evaluation Index System The evaluation index system for waste household appliance recycling services consists of two levels of evaluation indicators. The first level of evaluation indicators includes basic management systems.
