GB/T 45906.3-2025 is the English-translated version of 变电站二次系统 第3部分:通信报文规范.

GB/T 45906.3-2025 is the Chinese national standard covering how devices inside a substation talk to each other and to the master station — the protocol set, the application data frame with its negotiation, ports, timeouts and error handling, the data objects and their types, functional constraints and control blocks, and the services for reporting, logging, general substation events, multicast sampled values, control, files and remote procedure calls, plus the communication gateway that carries all of it to the outside. At 35,000 words. Part 3 of the series, with the equipment part GB/T 45906.5-2025 and the testing part GB/T 45906.10-2025. First edition, under the China Electricity Council. In force from 1 February 2026. Issued on 1 August 2025, it has been in force since 1 February 2026.
