1 Scope

China's national requirements for managing cross-border e-commerce overseas warehouses. An overseas warehouse is stock held in the destination market by a Chinese seller, so that an order placed there is fulfilled locally in a day or two rather than shipped individually from China over weeks. It is the arrangement that made Chinese cross-border retail competitive with domestic sellers in Europe and North America, and it moves the operational problem abroad. The requirements have to cover what a seller cannot supervise directly: the receipt and reconciliation of bulk shipments against customs entries, the inventory accuracy on which every listing depends, the fulfilment and the returns handling in the local market, and the compliance obligations of the destination country, which the warehouse operator satisfies on the seller's behalf. Getting the inventory record wrong is the failure that shows immediately, as orders taken for stock that is not there.
