Public Behavior Guidelines for Meteorological Disaster Prevention Typhoon

1 Scope

GB/T 43237-2023 gives the public behaviour guidelines for typhoon defence. China issues typhoon warnings on a four-colour scale, and the warnings are broadcast to hundreds of millions of phones, but a colour on its own tells nobody what to do; this standard attaches specific actions to each level, which is what turns a warning system into a protective one. It sets the general principles, the preparations before a typhoon including emergency supplies, the defensive behaviour under each of the blue, yellow, orange and red typhoon warnings, and the recovery afterwards, covering safety and health, with informative annexes on the special needs of vulnerable groups and the measures for them, a suggested emergency supply list, and a mental health questionnaire for use after the event. It took effect on 7 September 2023.

This document provides the general principles for public defense against typhoon disasters and the guidelines for defensive behaviors in the three stages before, during and after a typhoon disaster. suggestion. 4 General principles

4.1 Prepare in advance to take precautions before they happen. Before the typhoon affects, understand important information related to disaster preparedness and how to obtain it, and formulate family-based plans. Disaster prevention plans and emergency supplies will help improve defense capabilities and reduce disaster response costs.

4.2 Hierarchical defense and scientific response. Based on the early warning signals of different levels of typhoons, measures can be taken to protect life, property, public safety, etc. Scientific and appropriate response measures should be adopted to expand the linkage and cooperation between individuals and others to improve the efficiency of disaster avoidance and relief.
