1 Scope

GB/T 43214-2023 is the code of practice for preparing provincial territorial spatial plans. China's planning reform merged the separate land use, urban and main functional zone plans into a single territorial spatial plan, and the provincial plan is the level at which the three control lines - permanent basic farmland, the ecological conservation red line and the urban development boundary - are allocated downward to cities and counties, which makes its preparation the most consequential planning exercise in the system. The standard sets the positioning and tasks of the plan, the preparation principles, scope, horizon, responsible body, basis and programme, the organisational and technical preparation, the basic research required, the preparation of the plan itself, and the review, approval, publication and implementation supervision that follow. It took effect on 1 January 2024.

This document establishes the positioning, tasks, and compilation principles of provincial territorial spatial planning, stipulates the compilation procedures and technical routes, and describes the planning Main contents such as program preparation and results requirements. 3 Terms and definitions

The following terms and definitions apply to this document.
