GB/T 43129-2023 is the English-translated version of 现代化煤矿评价方法.

GB/T 43129-2023 gives the method for assessing whether a Chinese coal mine counts as modernised. The term carries weight: it governs which mines are allowed to expand, which are consolidated or closed, and which qualify for the support attached to intelligent mining, and until now it has been applied on judgement rather than on a score. 1 Scope

GB/T 43129-2023 gives the method for assessing whether a Chinese coal mine counts as modernised. This document stipulates the general requirements, evaluation indicators, evaluation methods and classification of evaluation results for modern coal mine evaluation. This document is applicable to the modernization construction level evaluation of production coal mines. This document can be referred to for newly built, renovated, expanded, and technologically upgraded coal mines.

3 Terms and definitions

The following terms and definitions apply to this document.

3.1 modern coal mine moderncoalmine The system layout is optimized, the technology and equipment are advanced, and the management is standardized, informatized, and digitalized to achieve a safe, efficient, green, intelligent, and low-carbon coal mine.

4 General requirements

Coal mines participating in the modern coal mine evaluation should meet the following conditions.

a) Strictly abide by the "Production Safety Law of the People's Republic of China", the "Mining Safety Law of the People's Republic of China" and the "Mining Safety Law of the People's Republic of China". "Industry and Resources Law" and other national laws and regulations and local rules and regulations, and comply with relevant planning, industrial policies, industry access conditions and Requirements for relevant mandatory standards, specifications, etc.;

b) The coal mining enterprise has complete certificates and licenses, organizes production and operation management in accordance with the law, and pays fees and taxes in accordance with the law;

c) Have approved mineral resource development and utilization plans, coal mine safety assessment reports, mine environmental impact assessment reports, and energy conservation reviews Report, mine geological environment protection and land reclamation plan report, no major environmental and major safety production responsibilities have occurred within three years ACCIDENT;

d) The assessment and grading results of the coal mine safety production standardized management system meet the standards;

e) Named as a safe and efficient mine in the coal industry.

5 Evaluation indicators

5.1 Evaluation index system structure The evaluation index system includes primary evaluation indicators and secondary evaluation indicators. The first-level evaluation index is a universal and general index. The standard includes five indicators. safety, efficiency, green, intelligence and low carbon; the second-level evaluation index is under the first-level evaluation index and can represent modern Characteristic, specific, operable and verifiable indicators of coal mines.

5.2 Evaluation index system The modern coal mine evaluation index system and the calculation methods of each index are shown in Table 1.
