1 Scope

GB/T 42774-2023 gives guidance on quality and safety management in the cross-border e-commerce supply chain. The chain is unusually long and unusually fragmented - a small manufacturer, a freight forwarder, a customs broker, an overseas warehouse, a marketplace seller, a platform and a last-mile carrier, often in five jurisdictions and with no contract joining the ends - so when a product turns out to be unsafe there is frequently nobody who can be said to have been responsible for checking it. The standard works through the chain party by party, setting the general provisions and then the quality and safety responsibilities of the upstream supplier, the cross-border logistics provider, the customs service party, the warehousing provider, the seller, the e-commerce platform and the terminal distributor, with an informative annex giving examples of quality risk classification. It took effect on 1 December 2023.
