Guidelines for Quality Risk Assessment of Imported Commodities in Cross-Border E-Commerce

1 Scope

GB/T 42497-2023 covers the quality risk assessment of goods that reach buyers through cross-border e-commerce, where a parcel travels direct from a foreign seller and never passes through the conventional domestic distribution chain. The document is built on four principles named in clause 4 — scientificity, objectivity, integrity and operability — followed in clause 5 by the assessment process itself, divided into risk identification, risk analysis and risk assessment, and closing in clause 6 with the documentation the exercise has to leave behind. Informative appendices support the process, among them a worked example of the cross-border import business flow, a set of common assessment methods, examples of damage types, and a method for classifying hazard risk. Guidance of this kind exists because the alternative is ad hoc judgement. Without a stated method and a written record, two assessors looking at the same product category reach different conclusions, and neither can explain the decision afterwards to a platform, a supplier or a regulator asking why one category was screened and another was not. Useful to e-commerce platform compliance teams, importers and their consultants, inspection and certification bodies, and regulators building risk-based controls for imported consumer goods.

This document provides guidelines for the basic principles, assessment process and methods of cross-border e-commerce import commodity quality risk assessment.

3 Terms and Definitions
