GB/T 42317-2023 is the English-translated version of 电化学储能电站应急演练规程.
GB/T 42317-2023 sets out how an electrochemical energy storage station runs an emergency exercise against a production safety accident: how the exercise is planned, prepared, carried out, judged afterwards and fed back into the plan. Plan preparation starts from the station's own contingency plan and its actual situation. Work preparation builds the organisation the exercise needs, beginning with a commander-in-chief who is answerable for it, and the process implementation clause, much the longest, covers the filing with the relevant government departments, the notice given to the units involved, the record kept while the exercise runs, and the conduct of the exercise itself. This document was issued on 17 March 2023 by the State Administration for Market Regulation; Standardization Administration of the PRC and takes effect on 1 October 2023.
It is a GB/T standard: recommended rather than compulsory, but it is the text a Chinese reviewer applies when assessing a submission.

continuous improvement for production safety accidents of electrochemical energy
storage station.
This document applies to emergency exercises of electrochemical energy storage
station with lithium-ion cell, flow cell, lead-acid (carbon) cell, sodium-ion cell, water-
electrolysis-produced hydrogen/fuel cell as energy storage carriers.

3 Terms and definitions
Terms and definitions determined by DL/T 2528 and the following are applicable to
this document.
4.4 The emergency exercise of electrochemical energy storage station shall be reported
to the superior unit of the power station and the competent department of the local
government in advance. Also, the relevant surrounding units shall be notified and
informed of the relevant information of the emergency exercise.
4.5 Before the emergency exercise of electrochemical energy storage station, the
information such as the quantity, quality, and inspection status of the emergency
supplies and equipment shall be reviewed; after the exercise, the emergency supplies
shall be replenished in time, reviewed, and confirmed again.
