GB/T 42081-2022 is the English-translated version of 志愿服务基础数据元.

GB/T 42081-2022 defines the data elements of volunteer service records. Volunteering in China is organised through many separate platforms — civil affairs departments, universities, community organisations, disaster response bodies — and the record of what a person has done matters to them personally: volunteer hours count toward recognition schemes, university evaluations and, in some places, civic credit. A record that cannot move between systems is a record that has to be rebuilt each time someone changes city or organisation, and hours that cannot be verified are hours that can be invented. Fixing the data elements — how a service activity, a duration, an organisation, a skill and a verification are represented — is what allows one platform to accept another's history rather than starting over. This document specifies the basic data meta-model and the data element descriptions for volunteer services, and applies to the collection, exchange and management of volunteer service data. Under ICS 35.240.99 and CCS L72, it is written for the operators of volunteer platforms, for the civil affairs authorities that supervise them, and for the organisations that recognise volunteer service.
