Scope
GB/T 41165-2021 is the English-translated version of 海洋预报结果准确性检验评估方法.
GB/T 41165-2021 gives the methods for checking and evaluating how accurate marine forecasts and warnings are along China's coasts and offshore waters.
It sets the general provisions - principles, data, forecast periods, elements and time limits - and then the method for each element: wind speed and direction at the sea surface, wave height and direction, surface seawater temperature, storm surge warnings with tide level assessment, wave warnings with alarm wave height, and sea ice warning levels.
An informative annex gives the conversion tables between forecast wind levels, observed wind speeds and wind or wave directions. It does not apply to the accuracy of numerical prediction results. It was issued on 31 December 2021 and has applied since 1 July 2022.

Foreword
This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for Standardization Work Part 1. Structure and Drafting Rules of Standardization Documents" drafted.
1 Scope
This document specifies the elements, timeliness, technical methods and application of the required observational data for the verification and evaluation of the accuracy of marine forecast results.
This document is applicable to the marine prediction of five elements of sea surface wind, waves, storm surge, surface sea temperature and sea ice in China's coastal and offshore waters.
The test and evaluation of the accuracy of the report and alarm results are not applicable to the test and evaluation of the accuracy of the numerical prediction results.
