Scope

GB/T 41091-2021 is the English-translated version of 人员密集场所电气安全风险评估和风险降低指南.

GB/T 41091-2021 gives guidance on assessing and reducing electrical safety risks in assembly occupancies, places where large numbers of people gather. It describes the basic features of such places, such as heavy flows of people, high density and uneven safety awareness, and the electrical risks that follow from them.

It then sets out the implementation steps: identifying electrical safety factors, including hazards, human exposure and additional safety considerations, followed by risk estimation, risk evaluation, risk reduction measures and documentation.

The guidance builds on the method of the GB/T 22696 series. It applies to low-voltage electrical equipment and systems in assembly occupancies and is aimed at owners, operators and assessors of those installations. It was issued on 31 December 2021 and has applied since 1 July 2022.

Foreword

This document is in accordance with the provisions of GB/T 1.1-2020 "Guidelines for Standardization Work Part 1. Structure and Drafting Rules of Standardization Documents" drafted.

Introduction

Crowded places are one of the important features of cities. Due to the high density of personnel and the complexity of functions, the number of people in densely populated places has increased.

Due to its own vulnerability, it is vulnerable to various external and endogenous risks.

Generally, electrical equipment and systems have been designed with consideration to the general requirements for installation, use and maintenance related to the operating site.

In order to further ensure the safety level of electrical equipment and systems operating in densely populated places, it is necessary to conduct electrical safety risk assessment and risk assessment. Risk reduction.

This document provides guidance for electrical safety risk assessment and risk reduction for electrical equipment and systems in densely populated areas.

1 Scope

This document provides guidance on the implementation of electrical safety risk assessment and risk reduction in densely populated areas, including general principles, implementation steps, Identification of electrical safety factors, risk estimation, risk assessment, risk reduction and documentation, etc.

This document applies to the safety risk assessment and risk reduction of low-voltage electrical equipment and systems in densely populated places.
