Scope

GB/T 40697-2021 is the English-translated version of 第三方煤炭检测管理规范.

GB/T 40697-2021 sets management requirements for third-party coal testing laboratories, that is, laboratories independent of coal buyers and sellers that test coal and issue data and results.

It covers general requirements on impartiality and confidentiality, organisation, and resources: personnel, facilities and environmental conditions, equipment, metrological traceability and externally provided products and services.

Process control requirements run from the review of requests and contracts, method selection and validation, coal sampling, sample preparation and disposal, through technical records, measurement uncertainty, quality control and result reports, to complaints, nonconforming work and the information management system.

It builds on GB/T 27025 and RB/T 214 and cites the national coal sampling and analysis standards. It was issued on 11 October 2021 and has applied since 1 May 2022.

1 Scope

This document specifies the general requirements, organizational requirements, resource allocation requirements, process control requirements, management System requirements, etc.

3 Terms and definitions

The following terms and definitions defined in GB/T 483 and GB/T 27025 apply to this document.

3.1 Third-party coal testing laboratory

Independent of the stakeholders of the coal supply and demand sides, engage in coal testing activities and issue to the society the evidence of data and results. Laboratory.

4 General requirements

The impartiality and confidentiality of the laboratory shall meet the requirements of GB/T 27025 and RB/T 214, and shall operate in good faith and compliance with no bad faith.

Use records to carry out coal testing activities in a fair, just and open manner.

5 Organizational requirements
