Scope

GB/T 40498-2021 is the English-translated version of 公共机构能耗定额标准编制通则.

GB/T 40498-2021 sets out how energy consumption norm standards for public institutions are to be drafted.

It gives the drafting principles, the classification of public institutions, the norm indices and their grades, and the calculation methods, with formulas for comprehensive energy consumption in kilograms of standard coal, consumption per person, consumption per unit building area excluding vehicles, heating consumption per unit heating building area and non-heating consumption per unit building area.

It defines constraint and reference values and explains how annual energy conservation targets are set, including a rectification period for institutions above the constraint value.

An informative annex shows how to count the daily average number of energy consumers, as in a school. It guides energy conservation departments at or above county level. It was issued on 20 August 2021 and has applied since 1 March 2022.

1 Scope

This document specifies the principles for drafting energy consumption norm standards for public institutions, organization classification, energy consumption norm indices and grades, calculation methods, and energy consumption norm management.

This document is applicable to guide the energy conservation management departments of public institutions at or above the county level to draft energy consumption norms; similar institutions may refer to the implementation of this document.

2 Normative references

The following documents contain the provisions which, through normative reference in this document, constitute the essential provisions of this document. For the dated referenced documents, only the versions with the indicated dates are applicable to this document; for the undated referenced documents, only the latest version (including all the amendments) is applicable to this document.

3 Terms and definitions

The following terms and definitions apply to this document.

3.1 Comprehensive energy consumption

During the operation of a public institution, the sum of the converted actual amount of energy consumed in a calendar year according to the prescribed calculation method.

Note: The unit of comprehensive energy consumption is kilogram standard coal (kgce). [Source: GB/T 2589-2020, 3.5, with modifications]

3.2 Amount of energy consumer

In a calendar year, the daily average number of energy consumers in a public institution.

3.3 Comprehensive energy consumption per person

During the operation of a public institution, the ratio of comprehensive energy consumption to the amount of energy consumer in a calendar year.

Note: The unit of comprehensive energy consumption per capita is kilogram standard coal per person (kgce/person).

3.4 Conventional energy consumption per unit building area

During the operation of a public institution, in a calendar year, the ratio of the sum of standard coal that is converted from the physical quantities of various energy consumption other than vehicle energy consumption to the building area.

Note: The unit of energy consumption per unit building area is kilogram standard coal per square meter (kgce/m2).

3.5 Heating energy consumption per unit heating building area

During the operation of a public institution, in a heating period, the ratio of the sum of standard coal that is converted from the physical quantity of energy consumption for heating to the heating building area.

Example: The calendar year is 2021, for the heating consumption, the relevant information of the heating period from the winter of 2020 to the spring of 2021 is selected.

Note: The unit of heating energy consumption per unit heating building area is kilogram standard coal per square meter (kgce/m2).

3.6 Non-heating energy consumption per unit building area

During the operation of a public institution, in a calendar year, the ratio of the sum of standard coal that is converted from the physical quantities of various energy consumption except heating energy consumption and vehicle energy consumption to the building area.

Note: The unit of non-heating energy consumption per unit building area is kilogram standard coal per square meter (kgce/m2).

3.7 Constraint value

Under the premise of ensuring the normal operation of a public institution, the allowable limits of relevant energy consumption indices.

3.8 Reference value

7 Calculation methods

Where:

E --- Comprehensive energy consumption, in kilograms of standard coal (kgce);

n --- The number of energy types consumed;

Ei --- The physical quantity of the ith energy consumed;

ki --- The conversion coefficient of the ith energy consumed, and the conversion coefficient shall conform to the statistical survey system of energy and resource consumption of public institutions.

7.2 The comprehensive energy consumption per capita is calculated according to formula (2):

Where:

er --- Comprehensive energy consumption per capita, in kilograms of standard coal per person (kgce/person);

E --- Comprehensive energy consumption, in kilograms of standard coal (kgce);

P --- The amount of energy consumer; the unit is person, and the calculation method can refer to Appendix A.

7.3 The energy consumption per unit building area is calculated according to formula (3):

Where:

ej --- Energy consumption per unit building area, in kilograms of standard coal per square meter (kgce/m2);

E --- Comprehensive energy consumption, in kilograms of standard coal (kgce);

Ejt --- Energy consumption of vehicles, in kilograms of standard coal (kgce);

A --- Building area, in square meters (m2).

7.4 The heating energy consumption per unit heating building area is calculated according to formula (4):

Where:

egn --- Heating energy consumption per unit heating building area, in kilograms of standard coal per square meter (kgce/m2);

Egn --- Heating energy consumption, in kilograms of standard coal (kgce);

Agn --- Heating building area, in square meters (m2).

7.5 The non-heating energy consumption per unit building area is calculated according to formula (5):

Where:

efgn --- Non-heating energy consumption per unit building area, in kilograms of standard coal per square meter (kgce/m2);

E --- Comprehensive energy consumption, in kilograms of standard coal (kgce);

Egn --- Heating energy consumption, in kilograms of standard coal (kgce);

Ejt --- Energy consumption of vehicles, in kilograms of standard coal (kgce);

A --- Building area, in square meters (m2). […]

8 Energy consumption norm management

8.1 The energy conservation management department of a public institution shall respectively issue the annual energy conservation target of the public institution according to the range of norm index grades:

a) For a public institution, whose actual energy consumption is greater than the constraint value of the norm index, a rectification period shall be given to urge the public institution to reach the constraint value target;

b) For a public institution, whose actual energy consumption is less than the constraint value of the norm index but greater than the reference value, the annual improvement target shall be set with reference to the reference value; […]

A.2 Calculation method for the amount of energy consumer in an educational institution

The amount of energy consumer in an educational institution should be composed of in-staff teachers and personnel, handymen, support personnel, registered students, and outsiders. The winter and summer vacations of the corresponding personnel shall be deducted when calculating the daily average amount of energy consumer. For outsiders, the daily average amount of energy consumer should be calculated according to the duration of stay in the educational institution. An example is as follows.

The amount of energy consumer in a school is as follows:

a) In-staff teachers and personnel: The number of people is 400, of which 300 people do not work in the school during winter and summer vacations, and the remaining 100 people need to continue to work on campus during winter and summer vacations;

b) Handymen and support personnel: The number of people is 240, of which 175 people do not work in the school during winter and summer vacations, and the remaining 65 people need to continue to work on campus during winter and summer vacations;

c) Registered students: The number of people is 3,000, of which 2,500 are not at school during winter and summer vacations, and the remaining 500 people are not at school only during winter vacation;

d) Outsiders:

--- Meeting 1: The number of participants is 3,000, and the meeting time is 2 days;

--- Meeting 2: The number of participants is 5,000, and the meeting time is 3 days.

Through the above description, the calculation of the amount of energy consumer in this school can be summarized according to Table A.2: […]
