GB/T 45840-2025 is the Chinese national standard covering judging whether a museum, library, theatre or sports hall run on public money counts as green — the entry conditions of meeting the energy consumption quota benchmarks and having no penalty for waste or pollution on the record, the indicators, the evaluation principles, methods and process, and the way consumption is normalised per unit floor area and per user, which is what lets a stadium be compared with a library. First edition, in force from 1 September 2025. Issued on 30 May 2025, it has been in force since 1 September 2025.

Guidelines for the evaluation of green venues in public institutions
1 Scope
This document specifies the basic requirements, indicators and contents as well as evaluation principles, methods and processes for green venue evaluation in public institutions.
This document applies to museums, memorial halls, libraries, cultural centers, art galleries, performance halls, and other institutions affiliated to the municipal and above people's governments and their departments.
Evaluation and guidance of green venues in the operation and service process of venues, science and technology museums, planning museums, exhibition halls, sports venues, etc.
The evaluation of color venues shall be carried out accordingly.
2 Normative references

3 Terms and definitions
The following terms and definitions apply to this document.
3.1 public institutions
State organs, public institutions and collective organizations that use fiscal funds in whole or in part.

3.2 And other venues
In the process of operation and service, we earnestly practice the concept of green development, actively implement green and low-carbon transformation, and achieve scientific and meticulous energy management.
The resource utilization is efficient, the venue environment is healthy and comfortable, and the green cultural atmosphere is strong. It has a demonstration and leading role, and the people's governments at the municipal level and above Museums, memorial halls, libraries, cultural centers, art galleries, performance venues, science and technology museums, planning halls, exhibition halls, and sports stadiums affiliated to their departments
4 Basic Requirements
4.1 According to GB/T 40498, energy consumption per unit building area, comprehensive energy consumption per capita, water consumption per capita, carbon emissions per unit building area Energy consumption indicators such as energy consumption and energy consumption of public institutions in the region meet the benchmark value requirements of the energy consumption quota standards, or complete the goals set by the management department Annual reduction requirements for management evaluation indicators.
The calculation method for energy resource consumption indicators shall be implemented in accordance with Appendix A, and the calculation method for the number of energy users shall be shown in Appendix B.
4.2 Not notified or penalized by relevant departments for energy and resource waste and environmental pollution.
4.3 Failure to use energy-consuming equipment and products listed in the obsolete catalogue that has been explicitly phased out by the State.
