1 Scope

GB/T 46563-2025 is the Chinese national standard covering grading a government office, school or hospital on the energy it uses - the consumption normalised by floor area or by person, the correction for climate and for what the building actually does, and the bands that let one be compared with another. First edition, in force from 1 February 2026. Issued on 31 October 2025, it has been in force since 1 February 2026.

This document sets out the general rules and information collection for energy efficiency grading of public institutions and describes the energy efficiency grading methodology. This document applies to energy efficiency classification of public institutions at all levels that are independent, jointly operated, or centrally located. Other relevant institutions may refer to this document for implementation.

3 Terms and Definitions

The terms and definitions defined in GB/T 31342 and GB/T 40498, as well as the following terms and definitions, apply to this document.
