Scope
GB/T 40143-2021 is the English-translated version of 志愿服务组织基本规范.
GB/T 40143-2021 lays down the basic rules for running a volunteer service organization in China. It takes its terms, such as volunteer service, volunteer, volunteer organization and volunteer project, from MZ/T 148-2020, and sets basic requirements for how the organization is established, its managers and its volunteers.
It then covers organizational management, including organization building and information management; volunteer management, from recruitment, registration and training to guarantees, service records, recognition and incentives; and service management by service category, event and project.
The last part deals with evaluation of the organization and continuous improvement, with a normative evaluation method and a worked evaluation example in annexes.
It applies to volunteer service organizations, and other organizations offering voluntary services can refer to it. It was issued on 21 May 2021 and has applied since 21 May 2021.

1 Scope
This standard specifies the basic requirements, organization management, volunteer management, service management, evaluation and improvement of voluntary service organizations.
This standard applies to the operation and management of voluntary service organizations, and other organizations that carry out voluntary services can refer to it for use.

3 Terms and definitions
The terms and definitions defined in MZ/T 148-2020 are applicable to this document. For ease of use, MZ/T 148- Certain terms and definitions in 2020.
3.1 Volunteer service
Volunteers, voluntary service organizations and other organizations provide public welfare services to the society or others voluntarily and free of charge. [MZ/T 148-2020, definition 2.1]
3.2 Volunteer
A natural person who engages in voluntary service with his own time, knowledge, skills, physical strength, etc. [MZ/T 148-2020, definition 3.1]
3.3 Volunteer organization
A non-profit organization established in accordance with the law with the purpose of developing voluntary services.
Note: Volunteer service organizations can take the form of social groups, social service agencies, foundations and other organizational forms. [MZ/T 148-2020, definition 4.1]
3.4 Volunteer project
