Scope
GB/T 40091-2021 is the English-translated version of 智能变电站继电保护和电网安全自动装置安全措施要求.
GB/T 40091-2021 sets the safety measures to be taken during on-site work on relay protection and power grid security automatic devices in smart substations, and on the related secondary equipment and secondary circuits.
It covers the general requirements for such work, the procedure for secondary safety measures, and how these measures are drawn up, implemented and restored.
The general requirements include compliance with GB 26860, knowledge of the primary and secondary equipment involved, work tickets and operation tickets, control of substation configuration files, information security with dedicated computers and storage media, and stopping work at once if an abnormal situation or a circuit breaker trip occurs.
Informative annexes give a form for secondary work safety measures and examples of typical isolation points. It was issued on 30 April 2021 and has applied since 1 November 2021.

Foreword
This standard was drafted in accordance with the rules given in GB/T 1.1-2009.
This standard was proposed and managed by the China Electricity Council.
1 Scope
This standard stipulates that the relay protection of smart substations and automatic power grid safety devices, related secondary equipment and secondary circuits shall comply with the on-site work. The overall requirements of the cycle, the procedures of the secondary security measures, the requirements for the formulation of secondary security measures, the requirements for the implementation of secondary security measures, and the restoration of secondary security measures Complex requirements.
This standard applies to the field work of intelligent substation relay protection and power grid security automatic devices, related secondary equipment and secondary circuits.

4 General requirements
4.1 In addition to the implementation of GB 26860, the on-site work of smart substations should also comply with the provisions of this standard on secondary safety measures.
4.2 On-site operators should understand the working location, scope of work, electrical main wiring, related primary equipment and secondary equipment operation, and be familiar with Relay protection, power grid security automatic devices and related secondary circuits, fully assess the impact of field operations on related secondary equipment or circuits.
4.3 The on-site work should comply with relevant regulations or rules such as work tickets, operation tickets, secondary work safety measures (tickets), standardized operations, and risk identification. system.
4.4 The management and control of smart substation configuration files should be done well.
4.5 On-site work should comply with relevant regulations and systems for information security, and dedicated computers should be used for information operations such as online and file copying. And secure storage media.
4.6 In the process of on-site work, in the event of an abnormal situation or a circuit breaker tripping, the work should be stopped immediately, and the status quo should be maintained, pending investigation of the cause. determine It has nothing to do with this job and can only continue to work after getting permission. If the abnormal situation or the tripping of the circuit breaker is caused by its own work, the site should be kept And immediately notify the operation and maintenance personnel for timely processing.
