Scope

GB/T 39067-2020 is the English-translated version of 商务楼宇公共服务规范.

GB/T 39067-2020 specifies the terms and definitions of public services in commercial buildings together with the requirements for service organization, service personnel, service content, and service evaluation and reform.

Clause 1 states that it applies to organizations that provide public services to commercial buildings, and the page records no exclusions. Its seven clauses are Scope; Normative references; Terms and definitions; Service organization; Service staff; Service content and requirements; and Service evaluation and improvement.

Clause 3 takes its terms from GB/T 39066 and repeats some of them, among them building public service, defined as the series of activities by which government departments, industry associations, social service organizations and enterprises provide common consumption goods and services, through the optimal allocation of resources and by financing, supervision or direct service, in order to meet the public needs of building-related units; one note names those bodies as the public service organizations for buildings and another states that building-related units include building owners, operating units and building tenants.

Clause 4 asks that commercial building public services integrate government, industry, society and commercial building resources into a diversified service pattern of government guidance, market allocation, social collaboration and enterprise involvement.

The same clause gives the roles of government departments, which include guiding the site selection and industrial layout of commercial buildings, guiding the centralized ownership of property rights, tracking analysis with classified policy and service guidance, and supervising fire protection, public security and public health, and then begins the roles of industry associations as a bridge between government and commercial buildings, among them formulating industry regulations, developing exchanges and cooperation, providing services for investment and carrying out industry analysis.

Clause 2 cites GB/T 39066 Building Economic Terms. The draft breaks off inside that list, so clauses 5 to 7 are not shown; the page's catalogue title reads Public service specification for office building, while the heading and the body of the draft read Commercial Building Public Service Specification.

It was issued on September 29, 2020 and has applied since April 1, 2021, and the page does not state that it replaces an earlier edition.
